IF THE CAP FITS: France has enjoyed a large portion of the CAP budget since its inception, yet its farming industry seems to have failed to modernise and become efficient to the point where it, like Britain, no longer qualifies for the subsidy.

It would be unfair to penalise the new countries who need subsidised farming to catch up with other EU members by reducing the CAP budget. Far better that France, Eire and other beneficiaries who enjoy excellent economic growth have their subsidies reduced as a token for the European good. Then Britain could likewise be generous with its rebate.
