Sir, While councils up and down the country grapple with difficult decisions in setting council taxes for 2008-09, the news that two senior civil servants can walk away with payoffs totalling £1.1 million (report, Feb 12) only fuels the perception that the government drive to increase efficiency is based on the premise of “do what I say and not as I do”.
