Lord Adebowale, chief executive of Turning Point, a charity which helps people with drug and mental health problems, has joined the Royal National Institute for Deaf People as a trustee.

Mark Henderson, director of operations for One NorthEast, the regional development agency, has been made chief executive of Northumberland County Council. He will replace Alan Clarke, who has become chief executive of One NorthEast.

Blackburn with Darwen Borough Council has promoted Stephen Sloss from deputy director of social services to director. He succeeds Ken Foote, who has been appointed corporate director for social care with Kingston upon Hull City Council.

Alison Jarrett is to be replaced by Pauline Taylor as chief accountant and budget manager with Worcester City Council. Ms Jarrett has moved to Wolverhampton City Council as senior finance manager.

Social Enterprise London has appointed a new director in Allison Ogden-Newton. Her role is to increase support for people who wish to set up a social enterprise.

Robin Brady has been promoted to the position of chief executive of Crusaid, the HIV and Aids charity. Mr Brady previously worked as a consultant for the charity on a project in South Africa.

Waltham Forest Housing Association chief executive, Linda Milton, has been appointed chair of ERoSH, the national consortium for sheltered housing providers. She takes over from Vera Breary, who stepped down this year.

Also in housing, Jim Thomson is the new chief executive of Bield Housing Association. He is taking over from Alister Green, who steps down after almost 30 years in charge.

Alan Dover, a senior planner at West Norfolk Borough Council, has been appointed team leader in development control at East Cambridgeshire District Council.

Elsewhere, Cherwell District Council has made two additions to its planning team with Kathryn York and David Peckford.

In health, the South West London strategic health authority has named Ann Radmore as its new planning director.
