Sir, When we consider the breakdowns in army discipline that have taken place from time to time we really must remember the old principle that there are no bad soldiers, only bad officers.
In this recently reported event (Feb 13), for example, who was the officer in tactical command locally, where were his subordinate officers, how did they allow the events we see on televison to take place? How could command and control have broken down so abjectly? It is not good enough just to make an example of the soldiers.
