Little flutter

When a high street bank branch is set to reopen as a betting shop, would there be a need for a change of use application?

Sir, In our high street the building vacated by a well-known bank a few months ago is to reopen as a branch of a well-known betting shop chain.

It seems like a favourable development: no need for a change of use application, and it should give the community more confidence in a safer chance of at least some return for its investments than it had with its previous occupants.
