Child maintenance

Under the new scheme, parents will be able to access free support to help them to come to their own family arrangements

Sir, In response to the multisignatory letter (“Children at risk”, Mar 31), the approach we take to child maintenance in this country is simply not working. Many parents feel that their only option is to opt into the state system. However, rather than encouraging parents to work together in the best interests of their children, it takes responsibility away from them and entrenches conflict.

Under the new scheme, parents will be able to access free support to help them to come to their own family arrangements. We understand that many separating families face very real financial pressures, and so for those who still need to use the statutory scheme, it will remain accessible and heavily subsidised by Government.

The Child Support Agency (CSA) currently spends around £460 million each year to run the existing statutory schemes. Spending over 40 pence for every £1 moved does not represent value for money for the taxpayer, particularly when we know that half of those who use the system would come to their own maintenance arrangements if they were given the right support. For parents who refuse to pay their maintenance, the CSA will make full use of its enforcement powers, and penalty charges for avoidance will be applied.

Financial support for children after separation cannot be seen as an optional extra; it is a non-negotiable obligation of parenthood. Our proposals are designed to support parents to make arrangements which deliver the best outcomes for children.
