Census confusion

The instructions on how and when to send in census results seem to have given some householders a bit of a headache

Sir, There will be many people, such as your correspondents (letter, Mar 9), who return their forms before Census Day on March 27. However, they were surely complying with the instruction: “A message to everyone — act now.” Very confusing.

Sir, A particularly puzzling question in the 2011 Census form is Q17, which reads: “This question is intentionally left blank. Go to 18.” What is it there for?
