The abolition of the Association of Chief Police Officers will be recommended today when a review of police training and leadership is published.
Peter Neyroud will call for the organisation, which represents chief constables and other senior officers, to be wound up and merged into a new body representing all ranks of the police service.
Mr Neyroud, a former head of the National Policing Improvement Agency, is calling for all police recruits to obtain a new initial qualification before being sworn in as an officer.
“The police service needs to be move from being a service that acts professionally to becoming a professional service”, Mr Neyroud’s report will recommend.
The current functions of Acpo, including sharing best practice among police services and coordinating resources, would be merged into the new professional body which will represent all officers.

“The creation of the professional body allows the phasing out of complex and convoluted governance structure for overseeing police leadership and training that has evolved over the last 100 years”, the report will say.
Mr Neyroud will call for a sweeping overhaul of police training with stronger links to further and higher education colleges.
The police training college at Bramshill would become part of an higher education institution or should move to the campus of a University.
