John Andrew Spence, MBE, has been appointed a Church Commissioner for three years in succession to Sir Richard Baker Bt, DL. Mr Spence is a long-standing warden of Chelmsford Cathedral and is director of policy co-ordination and risk at Lloyds TSB. He leads the Deputy Prime Minister’s advisory panel on neighbourhood renewal.
