THIS is the shocking moment a brazen thief steals the wallet of a man having a seizure -- but not all is what it seems.

The footage, shot at a busy Walmart supermarket in Philadelphia, shows a man collapsing in front of shoppers before a passerby appears to rob him.

But the incident is a set-up designed to test how people react to a blatant crime -- and the result is shocking.

Not one person intervenes to stop the 'thief' as he coolly walks out of the shop having just pick-pocketed the apparent victim.

The shocking stunt has raised questions over the public's ability to turn a blind eye to crime.

While one bystander -- who appears to be calling an ambulance for the supposed seizure victim -- shouts at the thief, others stand idle as he slowly strolls away.

As he leaves the store shouts increase in volume, but still no one stands in his way.

The footage was uploaded to YouTube by user Chris Mendez who posts prank clips filmed in the Philadelphia area.

"What happened afterwards [was] they screamed at us for playing around and we just left", he said describing the stunt.
