Foster care worker pressured mom into prostitution by saying it was the only way she could get her kids back

A FOSTER care worker allegedly took advantage of a woman whose children were in the system and forced the mother into prostitution.

Candace Talley, 27, is accused of leveraging her position of power as a worker with the Children and Youth Services of Delaware County over a mother whose case she was monitoring.

Talley reportedly told the mother that she could have her kids back or have access to them again if she worked as a prostitute, Delaware County District Attorney Jack Stollsteimer told KYW-TV.

“It is truly horrible, and beyond imagination, that someone who is responsible for ensuring the welfare of children would pressure their mother into acts of prostitution for her own personal enrichment, and with the promise of a favorable custody recommendation, as this defendant is charged with doing,” Stollsteimer said in a statement.

In addition to pressuring the woman into prostitution, Talley, a New Jersey resident, also allegedly told the mother she would falsify any drug tests.

She promised the woman she would give a good recommendation of where her children would be placed, according to a statement from Delaware County District Attorney.

Court documents said Talley had searched government records and reports and discovered the woman had a history of drug use and prostitution, KYW-TV reported.

Talley allegedly enlisted women into a larger prostitution ring and would drive them to and from jobs as she kept 25 percent of the earnings.

She was arrested Thursday and faces two felony counts of human trafficking, one count of encouraging prostitution, and other related charges.

 

 

She worked at the Eddystone Children and Youth Services of Delaware County in Pennsylvania, KYW-TV reported.

Children and Youth Services of Delaware County did not respond to The Sun for comment.

Talley’s bail was set at $25,000 with electronic home monitoring.
