Senate Bill 189: Creates a special license plate for the Negro Leagues Baseball Museum
In May, Missouri Governor, Mike Parson was joined by State Senator, Barbara Washington, State Representative, Mark Sharp and NLBM President, Bob Kendrick, at Kauffman Stadium to sign SB 189, which creates a special Missouri license plate commemorating the NLBM. It gives motorists the option of donating $10 to the museum, making them eligible to apply for the specialty license plate. The plate itself requires another $15 charge on top of the regular license plate registration fee. The law went into effect on August 28th.

In May, Missouri Governor, Mike Parson signed SB 189, which creates a special Missouri license plate commemorating the Negro Leagues Baseball Museum (NLBM). The law went into effect on August 28, 2021
The Negro Leagues Baseball Museum is collecting applications along with the required fees for each of the first 200 applications submitted. To apply for the license plate, please follow the instructions below.
- Complete the enclosed Missouri Department of Revenue form 1716. Be sure to check “other” on the form and write-in the blank “NLBM Plate”.
- Make a $10 donation to the Negro Leagues Baseball Museum. You may donate by sending a check, money order or cashier’s check to the Museum. To donate online, go to www.nlbm.com, click the donation box and select from the drop-down box “NLBM License Plate” option. You should receive an email confirmation as receipt of your online donation. A receipt will be sent out to those who make donations by mail.
- Write a $15 check to the Department of Revenue to cover the regular cost of your license plate renewal.
- In the enclosed reply envelope, send the paper application, the $15 payment, and the $10 museum donation (or receipt if you paid online) in the to the Negro Leagues Baseball Museum at 1616. East 18th Street, Kansas City, MO 64108.
