Biden Campaign Says Election Results Not Final Until 'All Votes Get Counted'

A senior adviser to former Vice President Joe Biden said countless staffers and volunteer supporters are "not leaving anything to chance" ahead of Election Day, as the campaign is prepared to await results "until all of the votes get counted."

Longtime adviser and Democratic strategist Anita Dunn said Sunday that Biden supporters—ranging from former President Barack Obama to old GOP rivals—are "not taking anything for granted" as they aggressively campaign heading into November 3. Dunn said she is confident in Biden's likelihood of victory Tuesday, but the campaign feels no need to rush for premature results on election night should the race be intensely close in big states like Pennsylvania.

Asked directly by CNN's Jake Tapper's whether Biden will win or lose, Dunn said she's "not in the prediction business," but the campaign will absolutely fight to ensure every vote has been counted before any announcements are made election night. President Donald Trump reiterated his complaint at several rallies Saturday that results should be finalized with a winner by Tuesday night at the latest—an urgency not echoed by the Biden camp.

"We feel very confident in our pathways to victory," said Dunn. "Usually at this point in the campaign the number of states where you are competing tends to shrink. The closer the election, the smaller the number. This campaign has been very different as we've gotten closer to the election, we've actually expanded the number of states where we are competitive."

In addition to going on the offensive in states Trump won in 2016, the Biden campaign is also "protecting" states won by Hillary Clinton including Nevada, Minnesota, Virginia and Colorado.

Dunn said Biden's running mate, Senator Kamala Harris, and vast amounts of resources are pushing last-minute get-out-the-vote efforts in states like Georgia, Arizona, North Carolina and Texas. Dunn said Biden's excellent chances of defeating Trump can be seen in his legitimate shot to win such states which were "not seen as competitive even one month ago."

"Our map has grown more expansive as we've gotten closer to Election Day—we may know the results election night, we may know them the next day," she said.

At multiple rallies across Pennsylvania Saturday, President Donald Trump claimed vote-counting may take "weeks" after a Supreme Court ruling allowed mail-in ballots to come in up to three days after Election Day.

Dunn was asked repeatedly by both CNN's Jake Tapper and ABC News' George Stephanopoulos during her Sunday morning TV appearances on when she expects results, or if Biden will make an election night announcement "no matter what" the pending outcome show.

"We'll be working up to the moment the polls close to get those votes and to make sure every vote gets counted," Dunn said, noting that returns traditionally trickle in at varying speeds in each state. She suggested Georgia, Florida and North Carolina results could just easily be determined on Tuesday night as Wednesday morning.

She said Biden is very likely to speak Tuesday night regardless, but the campaign will obviously avoid any premature actions until every vote is counted in every state.

The longtime adviser and Democratic strategist was elevated within Biden's campaign last February after the former vice president finished a distant fourth in the Iowa caucuses. At the time, primary polls showed Biden was set to underperform in the New Hampshire primary after Vermont Senator Bernie Sanders, former South Bend, Indiana Mayor Pete Buttigieg, and Massachusetts Senator Elizabeth Warren all placed above the long-perceived Democratic Party frontrunner last winter.

Dunn served as interim White House communications director alongside David Axelrod under the Obama administration. She has served with Democratic lawmakers dating back to former President Jimmy Carter.

Pennsylvania Governor Tom Wolf told CNN Sunday afternoon that even though the Supreme Court has given the commonwealth three days to allow ballots, he urged any residents voting by mail or absentee to turn it in by Election Day.
