PESCADERO — Sheriff’s deputies say a man high on methamphetamine attempted to drown a woman and her 9-week-old puppy by forcing water down their throats during a bizarre attack Sunday.

Jorge Ruiz-Martinez, who told deputies he had just smoked meth, first attacked the puppy in the woman’s home on the 1600 block of Pescadero Creek Road around 5 p.m., San Mateo County Sheriff’s Deputy Rebecca Rosenblatt said. After the 67-year-old woman interrupted the dog attack, Ruiz-Martinez, 23, allegedly went after her.

The trouble started when the suspect reportedly smashed the glass on a sliding door in order to get into the home of the woman, who he didn’t appear to know, according to police. He first forced water down the puppy’s throat “in an attempt to drown her,” Rosenblatt said. The woman pushed him out of the house and locked the door.

Moments later Ruiz-Martinez got back into the home, choked the woman and poured large amounts of water down her throat, “in an attempt to drown her,” Rosenblatt said. The woman fought him off and called deputies, who arrested Ruiz-Martinez while he was still on the property, police said.

He was booked into San Mateo County in Redwood City and was being held in lieu of $50,000 bail.
