WTAS: Whip Emmer Builds Coalition of Support for Homeland Security, Defense, and State, Foreign Operations, and Related Programs Appropriations Bills

WASHINGTON – Ahead of consideration on the House Floor, Majority Whip Tom Emmer today announced key stakeholder support for H.R. 8752, the Department of Homeland Security Appropriations Act, H.R. 8774, the Department of Defense Appropriations Act, and H.R. 8771, the Department of State, Foreign Operations, and Related Programs Appropriations Act. The slate of appropriations bills focus on advancing and protecting our national security.

Here is what stakeholders are saying in response to H.R. 8752, H.R. 8774, and H.R. 8771:

H.R. 8752 – Department of Homeland Security Appropriations Act, 2025 (Sponsored by Rep. Amodei / Appropriations Committee):

American Legion: “The Homeland Security Appropriations Act of 2025 is indispensable for safeguarding America’s sovereignty. The American Legion’s position on immigration reform requires the Border Patrol and Immigration and Customs Enforcement to be fully manned and equipped to properly carry out their assigned mission.” 

Center for Urban Renewal and Education: “We commend the House Appropriations Committee for approving FY25 national security appropriations bills that advance those objectives in a fiscally responsible manner and focus the Departments of Defense, State and Homeland Security on their core missions… Department of Homeland Security Appropriations (H.R. 8752) includes funding for construction of the southern border wall, sustains funding for 22,000 border patrol agents, and enhances border security technology. H.R. 8752 will help remove dangerous criminals by supporting custody operations and funding 50,000 detention beds.”

National Immigration Center for Enforcement: “On behalf of the National Immigration Center for Enforcement (NICE), I am reaching out in support of H.R. 8752, the Department of Homeland Security (DHS) Appropriations Act, 2025. The bill, which is currently awaiting amendments on the floor, ramps up interior enforcement by providing $4.1 billion for custody operations, the highest total ever appropriated, to fund an average daily U.S. Immigration and Customs Enforcement (ICE) detainee population of 50,000. This funding is critical to deter illegal entry and support additional interior enforcement actions…The DHS appropriations bill does much more, also cutting wasteful spending and rescinding improperly allocated funds.”

National Right to Life Committee: “H.R. 8752 would prohibit funding for providing or facilitating abortions for Immigration and Customs Enforcement (ICE) detainees. No funds under the bill would be used for abortion except where the ‘life of the mother would be endangered if the fetus would be carried to term, or in the case of rape or incest.’ For the above reasons, the National Right to Life Committee urges you to support H.R. 8771, H.R. 8774, and H.R. 8752.”



H.R. 8774 – Department of Defense Appropriations Act, 2025 (Sponsored by Rep. Calvert / Appropriations Committee):

Aerospace Industries Association: “AIA encourages the House to pass the annual DOD appropriations legislation - taking a critical and necessary step to sufficiently fund our national defense.  On-time legislation is the bedrock of our national security. We are grateful to Chairman @TomColeOK04 and Ranking Member @RosaDeLauro for their leadership. We look forward to seeing this bill enacted before September 30.”

AIPAC: “AIPAC appreciates the House Appropriations Committee for passing the FY25 Defense Appropriations Act with important pro-Israel provisions, including: ✔️ $500 million for lifesaving U.S.-Israel missile defense programs like Iron Dome, David's Sling, and Arrow ✔️ $80 million for U.S.-Israel anti-tunneling cooperation, a $32.5 million increase from last year ✔️ $55 million for U.S.-Israel counter-drone cooperation, a $15 million increase from last year ✔️ A prohibition on U.S. funding for UNRWA, the U.N. agency exposed for employing Hamas and Islamic Jihad terrorists We urge the full Congress to adopt these critical pro-Israel funding measures.”

Importantly, it also includes a prohibition on any taxpayer funds being used to pay for abortion-related travel authorized by the SECDEF memo.”

National Right to Life Committee: “Federal law (10 U.S.C. § 1093) has long prevented the Department of Defense (DOD) from using funds to perform elective abortions and prevented the DOD from using its facilities to provide abortions. On October 20, 2022, the Biden Administration’s DOD published a memorandum directing the DOD to pay the travel and transportation costs for military members and dependents to travel to obtain elective abortions. The federal prohibition against DOD funding elective abortion clearly ext related to the abortion, such as travel and transportation, which has been the case for the entire life of the funding prohibition.”



H.R. 8771 – Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025 (Sponsored by Rep. Diaz-Balart / Appropriations Committee):

AIPAC: “AIPAC supports the FY25 SFOPS bill and strongly urges all members to VOTE YES on the legislation. The bill provides the full $3.3 billion in U.S. security assistance to Israel, with no added political conditions, as agreed to in the 2016 U.S.-Israel memorandum of understanding. Additionally, the bill includes important policy provisions and support for other pro-Israel initiatives, including critical prohibitions on funding to UNRWA, the International Criminal Court (ICC), and the U.N. Human Rights Council’s Commission of Inquiry (COI). We strongly urge you to VOTE YES and ensure our ally Israel has the means to defend itself.”

American Jewish Committee: “We applaud the inclusion of numerous provisions in both the FY 2025 SFOPS bill and report that support our commitment to our ally, Israel, including but not limited to the $3.3 billion in Foreign Military Financing, $50 million for the Middle East Partnership for Peace Act, $10 million for Middle East Regional Cooperation, $4 million for U.S.-Israel development cooperation, and $1.5 million for the Office of the Special Envoy for the Abraham Accords. Critically, this package makes clear that it is a top national security objective to achieve the release of all the hostages held by Hamas.”

Heritage Action for America: “Heritage Action strongly supports this bill. Max Primorac, a senior research fellow at the Heritage Foundation, praised the SFOPS appropriations bill as ‘the most conservative foreign aid package in years.’ The bill makes deep cuts to the aid industry, ends support to United Nations agencies, blocks funding for climate alarmism, provides strong pro-Life protections, prohibits funding to radical global NGOs, and rewards our allies in Israel and Taiwan.”

Heritage Foundation: “The FY25 SFOPS appropriations bill is one of the most conservative foreign aid packages in years. Conservatives shouldn’t fold again to the Left-wing aid industrial complex. It’s time to stop taxpayer money from financing these self-serving global elites.”

National Right to Life Committee: “H.R. 8771 maintains all long-standing pro-life protections, including the Helms Amendment (preventing international abortion funding), the Kemp-Kasten Amendment (prohibiting funding to programs supporting coercive abortion), the Tiahrt Amendment (ensuring voluntary family planning), the Siljander Amendment (preventing lobbying on abortion), and others. H.R. 8771 would restore the Protecting Life in Global Health Assistance policy”

National Taxpayers Union: “NTU urges all Representatives to vote "YES" on H.R. 8771, the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2025 (SFOPS). This bill would fund these accounts at $51.71 billion, thereby cutting spending on SFOPS by 11 percent or $7.6 billion below FY 2024. As our nation’s financial situation grows more dire by the day, an 11 percent cut is a significant step in the right direction for taxpayers.”

Republican Jewish Coalition: “The Republican Jewish Coalition enthusiastically supports HR 8771, the fiscal year 2025 Department of State, Foreign Operations, and Related Programs Appropriations Act…HR 8771 is the most pro-Israel State-Foreign Operations funding bill ever. We urge every Republican member of the House to vote to pass it.”
