Extremely subjective. It all depends on what you are into and how you perceive things.
Agreed if you're talking about an average consumer that could be coming for an infinite amount of devices but we're talking about an enthusiast site and tech media creators so you have to assume they are talking about the previous gen model. If you make that assumption then you would be hard pressed to find any reviewer recommending the 14 Pro if you already have the 13 Pro. This is one of the first years I've read and watched large reviewers say not to upgrade followed by them not doing it as well. Same thing with the M2 iPad Pro.

Really just not a good year for iPhones and iPads regardless of iPhone "availability" which I feel has nothing to do with demand.

Whether you’re frequently getting lost in the woods, crashing cars, or your island just isn’t dynamic enough, the iPhone 14 Pro has something for everyone!
