LTC (R) Christine Youngquist joins INflow as Director of DOD Initiatives.

INflow is excited to announce that Lieutenant Colonel (Retired) Christine Youngquist has joined our management team to serve as Director of DOD Initiatives. Christine has 20+ years of expertise managing high profile programs for the Army. She served in various leadership positions to include Chief of Staff for the Operational Integration Office at the National Reconnaissance Office (NRO) and Acquisition Lead for Army Enterprise Information Technology as a Service (EITaaS). As Director of DOD Initiatives, Christine will leverage her 20+ years of experience to lead the expansion, delivery and execution of INflow's DOD programs.

Most recently, Christine served as Chief of Staff for the Operational Integration Office at the National Reconnaissance Office in Chantilly, VA. Previously, she served as a board selected leader for Acquisition Management Support Solutions (AMS2) at the Program Executive Office Enterprise Information Systems (PEO EIS) on Fort Belvoir, Virginia where she managed cost, schedule and performance for an information technology business enterprise system that enables the Office of the Assistant Secretary of the Army for Acquisition, Logistics, and Technology the ability to have oversight and status of 800 Army Acquisition Category I, II and III programs valued at over $100 billion annually.  

Under PEO EIS, LTC Youngquist also served as the Product Manager for Enterprise Information Technology as a Service (EITaaS), a category I Priority Defense Business System pilot program with anticipated lifecycle costs exceeding $1B, that will enable the Army to explore a new approach for delivering enterprise network and core IT services, and assess the feasibility to deploy commercial solutions for data transport, end-user services, and collaborative data environments for selected Army installations.  Christine was instrumental in gaining approval for EITaas to become an official Program of Record for the Army.

A native of Fairfax, Virginia, LTC Youngquist was commissioned as an Army Signal Corps officer from Officer Candidate School in 1999. Her initial duty tour was at Coleman Barracks, Germany, where she served as a signal platoon leader for the 414th Signal Company. Her subsequent duties in Germany were at the 7th Signal Brigade where she served as an assistant training officer and the A/44th Signal Battalion executive officer. She also commanded the Headquarters and Headquarters Detachment/509th Signal Battalion in Vicenza, Italy. 

After attending the Signal Captain’s Career Course, S6 Course and Combined Arms Services Staff School in 2003, LTC Youngquist was assigned to the 4th Infantry Division at Fort Hood, Texas, where she served as the S1, 124th Signal Battalion; commander, C/404th Field Support Brigade, Combat Aviation Brigade; and G6 Network Operations Battle Captain. Her next assignment was as the S6, 205th Infantry Brigade, at Camp Atterbury, Indiana. She was then selected for the Army Acquisition Corps and reassigned as a Warfighter Information Network – Tactical test officer at the Operational Test Command on Fort Hood. Her additional acquisition assignments include deputy product manager, National Reconnaissance Office, and deputy director, Electronic Proving Ground, on Fort Huachuca, Arizona. 

LTC Youngquist has a Bachelors Degree from the University of South Florida and a Master’s in Business Administration.  LTC Youngquist is a member of the Acquisition Corps and is DAWIA Level III certified in Program Management.  She is married to CW4(R) John Youngquist and together, they have three children, Laura (26), Carolyn (23) and Keegan (7).

LTC Youngquist’s awards and decorations include the Bronze Star Medal, Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal with 3 Oak Leaf Clusters, Joint Service Commendation Medal, Army Commendation Medal with 2 Oak Leaf Clusters, Army Achievement Medal, Joint Meritorious Unit Award, Meritorious Unit Commendation with Oak Leaf Cluster, National Defense Service Medal, Iraq Campaign Medal, Global War on Terrorism Service Medal, Army Service Ribbon, Overseas Ribbon (3rd award) and the Army Space Badge.
