Does the Nature of EPA's Job Make it Vulnerable to Violating Lobbying Laws

I am attempted to answer this question in a special report penned a month ago. It turns out that the EPA has a mixed record on this question because of the nature of its job, to educate the public, can allow it to straddle the advocacy line. 

Sue Doyle, Bloomberg BNA's editor extraordinaire, put together a slide show to put the agency's public education/lobbying history in perspective. This slide show accompanied my report.
