The deadline for Workplace Skills Plan (WSP) submissions is April 30, 2024. Under the Skills  Development Act, all registered employers with an annual payroll exceeding R500,000 must pay skills development levies and subsequently furnish a Workplace Skills Plan (WSP) along with an Annual Training Report (ATR). These submissions must be made annually to the relevant Sector Education and Training Authorities (SETA) before the April 30 deadline. The Workplace Skills Plan (WSP) highlights the current skills deficiencies within a company and outlines the measures it intends to undertake through various training initiatives to address these gaps. On the other hand, the Annual Training Report (ATR) tracks the progress made in implementing the preceding year’s WSP. The importance of WSP and ATR submissions is significant. Compliance not only enables organizations to strategically plan for addressing their skills gaps but also aids in meeting the statutory requirements essential for earning B-BBEE points in the priority element of skills development. Moreover, these submissions present organizations with the opportunity to recoup up to 69.5% of their SDL expenditure from their respective SETAs through mandatory  and discretionary grants. Interesting developments to SSG course fee funding rules! From 1 Jan 2024, the current "minimum 75% attendance" requirement will no longer apply and will be replaced by a new "minimum attendance requirement at course level". Exactly what the latter means will only be shared by SSG at a later date. Also, the revised course fee funding eligibility for related companies may indirectly enable in-house training providers to continue receiving SSG funding for their employee training beyond 31 Dec 2024 (when funding for in-house training will cease). Companies could possibly do this by getting a related business entity approved as a public Registered Training Provider (RTP) and charge course fees (rather than claim an hourly rate) for training employees from their other entities. RTPs will also be allowed to freely provide discounts on approved course fees which might see prospective learners haggling with training providers to get the best deals. Do no budget L&D solutions exist? Attending this year’s CIPD festival of work (free!), we should applaud organisations that are sincere about their commitment to staff CPD. Great to see so many people coming together to learn. There are so many amazing, free learning opportunities out there that lack of corporate budget is no excuse. Think YouTube, Coursera, Udemy, or go old school…the library! BUT people do need to be given time to do it. In high pressure environments, they may also need to be incentivised. Some initiatives I’ve seen working: - Allocate time for CPD - encourage people to block the time out in their diaries. With one company I worked for, the policy was 2 days a year used at the employee’s discretion. It doesn’t seem like a lot but was enough to make a difference. - If possible, give each employee a CPD budget (with the opportunity to bid for more near financial year end). - Make it compulsory. One company I worked with had CPD as an annual PDR objective incentivising people to get some done (and their managers to support it).
