The Council of the European Union, with the support of the Belgian Presidency of the Council of the European Union 2024, published today the updated EU Guidelines on Children and Armed Conflict. ↩ https://lnkd.in/dcgnqshd The 2023 annual report on Children and Armed Conflict from António Guterres revealed nearly 33,000 grave violations affecting more than 22,500 children, including a 35% increase in killing and maiming of children. This shows how measures like the updated EU guidelines on Children and Armed Conflicts are so urgently needed. These updated guidelines bring us closer to an EU prioritising the well-being, protection & reintegration of all children affected by armed conflict. UNSC vide SCR 2282 (2016) has been continuously emphasizing the importance of a comprehensive approach to sustaining peace, particularly through the prevention of conflict and addressing its root causes, strengthening the rule of law at the international and national levels... Ukraine-Russia may or could peacefully settle and address the Root Cause(s) of their armed conflict. But a situation whereby UN member-states fail/neglect/refuse to condemn terrorism in all forms & manifestations, address an UN member-state's right to Art. 51 & measures in dealing with acts of terrorism & armed attacks, territorial sovereignty & integrity & peace & security WILL CERTAINLY result in the veto of any draft UNSC resolution incidental to it. This year marks the 25th anniversary of the United Nations Security Council’s adoption of the protection of civilians (POC) in armed conflict agenda. However, a widening gap between legal obligations and practice now threatens 25 years of progress and leaves civilians in conflicts around the world vulnerable to the devastating consequences of these wars. Efforts to enhance the protection of civilians in armed conflicts require not only the enforcement of existing legal frameworks but also diplomatic and political initiatives to prevent and resolve conflicts. Promoting dialogue, conflict prevention, and addressing the root causes of conflicts are essential components of a comprehensive approach to safeguarding the well-being of civilians in times of war. International collaboration and commitment to upholding humanitarian principles are crucial for creating a safer and more secure environment for those caught in the midst of armed conflicts.

The new report of the UN Secretary General on "the protection of civilians in armed conflict" is quite grim, highlighting a 72 percent increase in civilian casualties from 2022. This report is directly relevant to the work of UNICRI - United Nations Interregional Crime and Justice Research Institute, especially in areas such as: - The impact of climate change on vulnerable populations. - The involvement of #PMSC (private military and security companies) in violations of international humanitarian and human rights law. - The illicit activities of non-State armed groups, such as mining, which contribute to deforestation, soil erosion, and biodiversity loss. Despite the bleak findings, the report does highlight some progress towards accountability for international crimes. Notably, it references the urgent need to criminalize #ecocide at the international level, pointing out that only a handful of states have done so to date (para 45). #BerlinPeaceDialogue 2023 Expert community convened at the #FederalForeignOffice in Berlin for discussing the #Zeitenwende for civilian crisis prevention with a view to ongoing conflicts in the world and Germany's and the EU's role. Security Sector Reforms should be an integral part of how to stabilise fragile state institutions, but must be combined with support in other areas and cooperation with civil society.
