The advent of and proliferation of "civilian oversight," of police brings about important questions on these entities. Here, I provide my experiences over the years of dealing with both police auditors and civilian oversight boards. Question: If training in use of force is so important for police (and it is), why are these entities allowed to exist with little to no training? There is great pride in doing your job in the military and doing it to the best of your ability. Service members enjoy a community of shared values; likewise, many in law enforcement do, too. It's easy to draw the lines of comparison between military service and law enforcement when it comes to maintaining a high degree of discipline, integrity and personal responsibility. 2.โ โ Teamwork. Military veterans are not only trained to contribute to a team in order to thrive, but they also learn that they have to count on a team to survive. Likewise, police officers rely on each other to keep themselves and the public safe. 3.โ โ Critical Thinking, Especially During High-Stress Situations. As in the military, police officers require a high degree of critical thinking skills, including during high-stress scenarios. The military does a good job at training personnel to think and act quickly during life-or-death situations. 4.โ โ A Community of Shared Values As with the criminal justice system, most people join the military to be a part of something larger than themselves, to give back, and to help others. 5.โ โ A Desire to Serve Others Ask any service member you know why they joined the military. Chances are that part of their answer would include the fact that they wanted to serve others and make a difference. The same could be said of police officers. On February 14th I attended a training sponsored by REACH (Racial Equity Advancement & Collaborative Hub) at the Federal Reserve Bank of Boston, along with Chief Diversity, Equity & Inclusion Officer Jesse Edwards and several other Framingham representatives. Department heads, town managers, city councilors and HR representatives from over 10+ neighboring municipalities and organizations were present. Very powerful and insightful information was shared, such as "not putting your strategy before your objective" when conducting inclusionary work. As part of this training, I joined a committee on behalf of Framingham's HR department, to regularly attend these monthly meetings and discuss how information can be directly applied to our roles. More posts to come. One of the key points emphasized by REACH was that Racial Equity efforts (drawing a distinction from less quantifiable Diversity & Inclusion initiatives...as it was explained to us) should be fueled by a personal connection, relevancy and direct-impact to your work, regardless of one's self identified demographic. As we continue to celebrate Black History Month, I bring you not just Black History...but Black History relevant and impactful to Framingham. #blackhistorymonth Chief Lester Baker, Framingham Police Department Chief Baker is the first Black police chief in the city of Framingham. He joined the Framingham police in 2003 after beginning his police career in Lexington, Ma in 1996. Prior to his appointment to Chief, he served as Framinghamโs deputy chief of operations where he oversaw the dispatch center, investigations, police substations and special units, such as the school resource officers. Before that appointment, he served as a Patrol Officer, Sergeant and Lieutenant. In 2023, Governor Healey appointed Chief Baker to the POST commission. #blackhistorymonth2024

According to an FOP (Chicago Police officer's union) document I received, there are 9,031 active police officers, 252 of those assigned as field training officers. There are an additional 1,129 detectives (who also count as police officers but are assigned as detectives). There are 1,296 sergeants, 255 lieutenants and 34 captains. This means there are a total of 11,815 sworn law enforcement officers in Chicago. This includes those that work inside positions (like desk officers), that are hurt, that are assigned to special units and assignments and so forth. The most important number is 9,031 police officers and 252 assigned as field training officers (tasked with training newly hired officers). That means there are 8,779 police officers in Chicago.

Police militarization has been a topic of discussion for quite some time now and it's important to understand what it entails. In essence, it is a practice where the federal government provides military equipment to state and local law enforcement departments. This was initially done to arm police in the war on drugs and later to prevent terror attacks. It's a practice that has been in place for decades and has sparked debates on the use of excessive force by police. Understanding the nuances of police militarization is key to having informed discussions on law enforcement practices.
