Unlawful surveillance and interceptions of communications are always prone to abuse and misuse by corrupt state actors for their personal or political gains. Instead of being used against credible threats against the state (as a lawful weapon), these spywares are often used against civilians. Usage of spywares often targets journalists, academics, activists and other civilian targets for their vocal stand against corruption and abusive governments. They often follows with cyber attacks and criminalization by illicit prosecution. In some case (based on my experience), there had also been allegations of spywares being used against investigators and agents of law enforcement agency such as Komisi Pemberantasan Korupsi for investigating certain corruption case involving senior politicians. This is gross abuse of such weapon to obstruct justice. A robust and accountable check, balance and reporting system should be in place to justify and prevent abuse by such actors.
