The WHO pandemic agreement negotiations are active, and Member States are keen to meet their May 2024 deadline. However, the divisions are great, and there is a risk of the negotiations falling apart. The INB released a proposal for negotiating text on October 30th, which will serve as the basis for negotiations during the 7th meeting of the intergovernmental negotiating body (INB7) scheduled for November 6-10th and December 4-6th. Following intense debate, including new proposals tabled by Member States, the INB formed subgroups to discuss contentious issues further before meeting again for the INB7 resumed session on December 4-6th. The subgroup addressing the discussions on Articles 4 (Pandemic prevention and public health surveillance), 5 (One Health), and 6 (Preparedness, readiness and resilience) will meet for three hours each on November 23rd, 28th, and December 4th to present proposed text to the drafting group on December 5/6th. WCS’s priority is to ensure that the WHO pandemic agreement includes provisions that will genuinely reduce the risk of pathogen spillovers, epidemics, pandemics, and the emergence and reemergence of diseases at the human-animal-environment interfaces from happening in the first place. While prevention is a core element of the agreement’s mandate, the focus is on downstream or secondary prevention. At the same time, there is a push to keep prevention within the International Health Regulations (IHR). Thus, WCS and our partners will continue to push for pandemic prevention at source and collaborative (integrated/One Health) surveillance to be included in the pandemic agreement, but we need everyone’s help.
