This report compares the institutional settings of research systems in Canada, Germany, Israel, the USA, and the UK. Australia's research system is heavily influenced by the higher education system, with higher education research increasing while business investment in R&D has been falling. Australia, Canada, and the UK have had higher education expenditures in the national R&D effort in the 25-35% range. These countries inherited the British system of cabinet government and individual Ministerial responsibility. The approach to public research funding in these countries is an aggregative "bottom-up" style, with no long-term national research strategy and low R&D to GDP proportions. In Germany, Israel, and the USA, higher education contribution to national R&D is much less, in the 10-20% range, and a much greater proportion of public research—research institutes and national laboratories. These countries reflect different public administration traditions and have a national research foundation that takes a cross-government approach to public R&D investment. The UK-Canada teams can apply for up to C$ 30,000 from SSHRC and ESRC or AHRC. Budgets cannot exceed a maximum 60% and 40% split across the two agencies (for example, 18,000 Canadian dollars (CA$) and £10,517 or £7,011 and CA$ 12,000). The Academy’s submission to the Australian Research Council Amendment (Review Response) Bill 2023 is now available to read. Research Impact Canada's Dr David Phipps and I have a piece out this week about national priorities for research in Canada and Australia, and the need for policy and funding to go beyond a focus on commercialisation to the broader societal benefits of research and knowledge mobilisation. As David says, we won't patent our way to reconciliation. In the Australian system, the Universities Accord provides us with an important opportunity to get the settings right so that university researchers are encouraged to collaborate with colleagues in the public and community sectors as well as with industry. The diversity of impacts from university research means that there is no one single metric or template that will capture everything, but we should see that diversity as a strength. https://lnkd.in/g2yKUM-A
