As I prepare for CANNRA this week in Minneapolis - where cannabis regulators and cannabis patient/consumer advocates from around the country are congregating - I wanted to surface a piece of public testimony I submitted to the New Jersey Cannabis Regulatory Commission on behalf of the New Jersey Department of State's Cannabis Training Academy. The NJ CRC was calling for public commentary on how future cannabis tax revenues generated by the state's social equity excise fee should be used. This is the first time another NJ state agency has submitted public testimony to the CRC with suggestions on cannabis tax revenue use. Hoping other states can take these suggestions to heart as they determine how to use their cannabis tax revenue. My first suggestion is, in my opinion, one of the most important: Cannabis tax revenue generated by New Jersey's social equity excise fee should be used for the coverage of, or reimbursement of, payments for wrap-around reentry services for adults and juveniles (as in financial support set aside to support reentry programs, housing programs for returning citizens, mental health services, workforce/job/mentor services, transportation, education, and food assistance for returning citizens) for those who’ve have been released, or will be released from incarceration for a prior cannabis conviction. This coverage and reimbursement includes for any legal aid or penalties/fines paid for a previous cannabis conviction and/or prior cases.
