An estuary is defined as "a partially enclosed coastal body of brackish water with one or more rivers or streams flowing into it, and with a free connection to the open sea." FYSA: National Marine Sanctuaries don't all have same management authorities. My quick read is that this proposed California sanctuary will not have a role in fisheries management but could impact future oil & gas, mining, and wind activities as well as increase penalties for spills, illegal discharges and groundings that damage sanctuary resources.
