Today’s announcement marks a significant milestone for the University of Colorado Boulder, enhancing our quantum research capabilities and technological leadership while reinforcing our commitment to inclusive education and economic opportunity.   Funding will bolster our quantum infrastructure, providing access to state-of-the-art labs and fabrication facilities, such as the recently announced quantum nanofab. These resources, combined with the skills and expertise of our Elevate Quantum partners, will expedite the transition from lab-based research to market-ready products.   We will be poised to develop a skilled and diverse talent pool to meet the demands of the growing quantum sector, with workforce development initiatives spanning from K-12 education to advanced careers.   The National Center for Women & Information Technology (NCWIT), founded and housed at CU Boulder, will play a crucial role in ensuring that our workforce development efforts are inclusive and equitable, fostering diversity in the quantum industry.   Together, we will shape a robust and resilient quantum ecosystem for Colorado and our nation. #Quantum #ElevateQuantum #CUBoulder #WorkforceDevelopment

Last week, Colorado was named the winner of the Quantum Hub bid. Specifically, the U.S. The Department of Energy EDA announced Elevate Quantum was awarded $40.5 million as a Tech Hub II grant. The federal grant secured an additional $77 million from the state of Colorado and $10 million from New Mexico. The $127 million in funding solidifies the US by way of the Mountain West at the forefront of the quantum revolution. Beyond national security needs, quantum has vast capabilities that will forever change our world and lead us to the next level of technological evolution. This funding will be used to create Quantum centers to support innovation and collaboration amongst engineers, inspire entrepreneurs and attract investors. We’re ecstatic to establish Colorado as the home of Quantum, and Caruso Ventures is a proud investor of Quantum companies: Atom Computing, Infleqtion, Maybell Quantum, and Vescent. I'm wary of agreeing with the idea that the Texas tech boom is beginning to meaningfully flounder. That said, there are many lessons to be learned from the Lone Star State's experience for economies considering the "we are tech company friendly" approach to attracting investments. Some of these lessons can be framed as questions. 1️⃣ After you've attracted the tech company, what moat do you have for keeping others from pulling them away just as easily as they came? 2️⃣ How will the people arriving with the tech companies be received by the local populace? 3️⃣ How willing are you to offer up meaningful tax and other concessions to lure the tech companies? 4️⃣ Is your jurisdiction the kind of place where people associated with these tech companies might actually enjoy living in and/or working from, beyond the necessity of having to do so? 5️⃣ Do your laws, on balance, help or hinder the core objectives of the tech companies; and specifically, the aspects of their operations that will be transferred to your jurisdiction? 6️⃣ In the event of a pullout by the tech companies, how do you ensure sufficient knowledge transfer to your local population? #DigitalPolicy

Until recently, #funding toward #quantumcomputing was starting to stagnate. However, recent #breakthroughs have altered this and brought in a #waveoffunding. As a matter of fact, "The governments of #Australia and the state of #Queensland this week committed A$940mn (US$620mn) between them to back the construction of a full-scale #quantumcomputer near #Brisbane by US start-up #PsiQuantum." When I talk to investors and businesses about Arizona, everyone always asks is Arizona doing well? Arizona is not only doing well it is set-up for the long term. I typically highlight the diversity of the companies that call Arizona home and the new to market companies making serious commitments to the sunshine state. I also remind these groups I speak to that Arizona does not have nearly the number of economic development tools as some other states so it has to compete purely on talent and opportunity. Often times Arizona wins even when the early incentives elsewhere look attractive. I also highlight the diversity of industries investing in Arizona. This diversity is due to decades long efforts and investment in education, infrastructure, and public policy. I love telling the story about how Motorola selected Phoenix as a regional hub decades ago which influenced the design and capability of the infrastructure as well as public policy and education opportunities. This initial investment provided Arizona with the experience and capability to pursue data center opportunities as well as the semiconductor industry. There is an absolute massive amount of positive things happening in the state I call home. I am excited to see what the future brings as these projects come to life. If retro futurism is what the future looked like from the viewpoint of our ancestors ; future-retrosim are echoes of the past cast in future settings. Retro futurism imagined cities buzzing with hoverboards, jet packs and flying cars. Future Retroism asks - What would the modern equivalent of New Deal look like? An alphabet soup of government agencies were created in the first 100 days of the FDR presidency to rapidly employ tens of millions to recover from the Great Depression of the 1930s induced by the financial crash of 1929. Unemployment after the market crash of 1929 was near 25%. For perspective current unemployment stands at around 4%. The Civilian Conservation Corps (CCC) ; The Works Progress Administration (WPA) ;The Public Works Administration (PWA) ; The National Recovery Administration (NRA) In this future retro New Deal world, I imagined a day in the life of a member of the Public Technology Corps (PTC) where millions were proficient in building and using a modern tech stack to maintain and conserve the public realm. Writing that helped crystallize certain aspects of our current tech reality. In the cloud, a public realm simply does not exist. Take a moment to consider that. At its simplest, the cloud represents compute, storage, security, and networking (each having an origin in government funded programs) bundled together to create services that extract rents from the rest of us. What if all the roads, postal services, utilities, healthcare, police, and education were owned by big tech corps? That's the cloud today - a digital realm completely devoid of public scrutiny or democratic processes. Instead, it is a realm devoted almost entirely to rent-seeking and looks to me more like a new form of feudalism. Digital Zamindars for those familiar. Universities could have served as an important counterbalance but they are too pre-occupied with brand building and yield farming on their endowments. In 1862, President Abraham Lincoln signed the Morrill Act into law which gave every US state and territory 30,000 acres to be used in establishing "land grant" universities. Over 17 million acres were granted through this law. I attended one of these universities, my tuition paid in full by some unknown mix of taxpayer largress and profits from military contractors. Imagine if there existed an act of similar proportion but for the cloud - a public cloud infrastructure (free compute, storage, security, and networking) and all the skillbuilding necessary to emancipate ourselves from the Digital Zamindari class. ---- Imagining a Public Tech Corps can be found here...
