On April 23, City Council will discuss the 2024 spring supplement operating budget adjustment. The budget funds 70 services, including the emergency services, parks, roads, trails, bridges, recreation centres, attractions, social supports, and transit that Edmontonians use every day. It also supports priorities related to community safety and well-being, transportation, affordable housing and homelessness, and energy transition. Like many households and businesses, the City is facing increased costs on many fronts. We saw that reflected in last fall’s budget update, and we have additional challenges to face now as we make the final updates to the 2024 budget. Read more about how we are responding to these challenges so that we can continue delivering our 70 programs and service areas to Edmontonians at the levels they have come to expect, even as our city grows rapidly and costs increase due to high inflation. https://lnkd.in/gqS8nQpW

A budget is a reflection of values. The PBB process allows residents to understand their government’s core values and how the budget relates to these values. By dissociating decision-making from account numbers and line items, and instead basing funding allocations on programs and services that meet specific needs, PBB facilitates a more purpose-driven allocation of resources. Through strategic alignment, the priority budgeting process allows governments to translate their values into impactful actions that benefit the community and uphold their core values. Here's some brilliantly simple and sensible policy-thinking about place-based public service budgets from Jessica Studdert and John Denham to tackle the doom loop of wasting money while failing to really help people. I've been around so many positive, constructive, community-based prevention projects which save communities heartache and the state cash, which are needing to scrabble around for tiny pots of disparate, time-limited funding when they should be part of a coordinated, consistent effort to back what's already working well. "By repurposing the system to focus collectively on outcomes that are meaningful for people to live a good life, it will be possible to overcome the waste and fragmentation inherent in the dominant model of provision." https://lnkd.in/eaquEtdn New Local #communitypower

On a snowy Wednesday night, a small group of 15 residents gathered to talk about the city of Cleveland’s budget in a meeting room tucked in the back of Zone Recreation Center at W. 65th St. and Lorain Ave. in the Detroit Shoreway neighborhood. The meeting, which was the fourth and final in the city’s most recent series of Budget Community Meetings, was a platform for the Bibb administration’s Chief Finance Officer, Ahmed Abonamah, to break down the city’s budget and budgeting process, and answer questions from everyday residents. Although this is not the administration’s first series of meetings about the budget this year (several were held at the top of the year), the timing is notable given the fact that Issue 38, or the People’s Budget, was defeated by 1,201 votes, or just under 2%, in the November 7 election. It was outspent by around two to one by Cleveland City Council’s Political Action Committee or PAC, which received support from the billionaire owners of the Browns and Cavaliers. “I was involved in PB CLE as a member of the Steering Committee, volunteering with the campaign over the past six months to help its passage. I was excited to learn what the administration would share about the budget,” community journalist Moses Ngong writes. Attendees of the event said that they learned a lot from the presentation and would like the city to build this kind of transparent process into how they engage with residents moving forward. “If the city gives folks the opportunity to share their opinions, we need to take advantage of it!” Michele Sommerfelt of the Edgewater neighborhood said. She acknowledged that those with economic constraints likely were not in attendance, but shared hope for more meetings like it. “This is a first step that needs to become the standard for how our city engages residents,” she said.
