LGBTQ+ People’s Views of the Police: Friend or Foe? (2023) By Stefan Vogler & Valerie Jenness Abstract: Police relationships with marginalized and minoritized groups, especially Black communities, are fraught, historically and in the present moment. We continue to witness police misconduct and abuse of power on full display in the media, including brutal beatings and murders of people of color. Less prominent in this national discussion is another group: LGBTQ+ people. The oversight is surprising given that police violence against LGBTQ+ people, and the community responses to it, was a primary driver of the “gay liberation” movement from the 1970s onward. Indeed, the Stonewall Riots, which many consider the symbolic beginning of that movement, were a response to pervasive police violence against LGBTQ+ people. Recognizing this history and the current mistreatment of LGBTQ+ individuals, police departments across the country have adopted policies and enacted efforts to improve their relationships with LGBTQ+ communities. History has consequential legacies, and times do change. A growing body of research reveals that LGBTQ+ people experience criminal victimization at higher rates than the general population, report crime victimization to police at lower rates than their non-LGBTQ+ counterparts, and have disproportionate contact with the criminal legal system. In the wake of the high-profile murders of Black people by police and the mobilization of the Black Lives Matter movement against such violence, segments of the LGBTQ+ community that stood in alliance with Black communities have begun drawing connections between police violence against Black and LGBTQ+ people. This solidarity has, for instance, prompted activists around the country to bar uniformed police officers from participating in Pride events. Headlines in major news outlets highlighted a complicated and at times controversial relationship between LGBTQ+ communities and the police. The Guardian reported, “Police are a Force of Terror: The LGBT Activists Who Want Police Out of Pride,” while the New York Times questioned, “Do the Police Belong at Pride?” When compared to non-LGBTQ+ adults, LGBTQ+ people are considerably more likely to see the police as a foe. February marks Black History Month! We want to celebrate by honoring the legacy of Black leaders, activists, and workers who have fought for civil rights and workplace justice. ✊ One such activist was known as Bayard Rustin, who participated in the 1963 March on Washington. He was an advocate for LGBTQ+ rights, worker empowerment, and greater HIV/AIDS education. Essentially, he fought against discrimination and racism during the labor movement. He famously said, "If we desire a society without discrimination, then we must not discriminate against anyone in the process of building this society." We agree. That’s why we work to ensure that working parents in low-wage jobs are free from discrimination, harassment, and retaliation at work. Today, we honor Juneteenth, also known as Freedom Day. Texas was the last state to announce the Emancipation Proclamation, despite the Civil War ending in April of that year and over two years after the Emancipation Proclamation was issued. On June 19, 1865, the still enslaved African Americans in Texas finally heard the news that they were free. Today, deep systemic barriers still prevent progress. Black LGBTQ+ individuals are vastly underrepresented in our political system, leading to policies that often overlook or harm our communities. These candidates face unique challenges, battling not only systemic racism but also homophobia, transphobia, and sexism on the campaign trail. In recent research by LGBTQ+ Victory Institute, 36% of Black LGBTQ+ candidate respondents reported facing racism on the campaign trail and 31.9% reported experiencing prejudice because of their sexual orientation, while four in five candidates stated endorsing political organizations biased white candidates over Black candidates. By supporting Black LGBTQ+ candidates, we amplify voices that have been silenced for far too long and foster a political landscape reflective of our diverse society. Anti DEI government actions based on equality principles, such as not signing a gay pride proclamation to presumably avoid pushing one group’s values on another, maintains inequities instead and is undemocratic. The counter argument is that we shouldn’t celebrate the July 4th because 500,000 enslaved people were not included. Contradictions in the Declaration of Independence proclamation written by slave owners championing that “all men are created equal,” while the creators were slaveholders, exemplifies the hypocritical nature of the founding principles that influence modern day political rhethoric. We need not look any further than the current anti DEI champions claiming that DEI is undemocratic to witness how those views continue today. The goal is to maintain the status quo. Change the constitution and you change the culture of exclusion. “In May, City Council members in Yakima, Washington, rejected a Pride Month proclamation – a choice a local LGBTQ+ group said showed “blatant disregard for a significant segment of our community.” A similar repudiation befell the nearby town of Sunnyside the following week. And the mayor of Vacaville, about an hour from San Francisco, declined to sign a local Pride proclamation this year, the East Bay Times reported. The Montana mayor’s rationale was that lifting up certain marginalized groups comes at the expense of others is endemic to a larger nationwide push to curb diversity, equity and inclusion efforts, he said.” #scorn #discrimination #equality #montana #glbtq #prideparade #month #belonging #dignity

#Juneteenth is a celebration, but it’s also a reminder. When we mark this Freedom Day in honor of June 19, 1865 -- the day when enslaved Black Americans in Texas learned they were finally free -- we are celebrating the progress that has been made, but we also know there is still work to be done to achieve a future where freedom and equality are lived realities for all. Domestic violence is a form of oppression and inequity, and it is rooted in soil where oppression is tolerated and/or denied. Between Friends is acutely aware of how Black domestic violence survivors have to contend not only with interpersonal violence but also with structural and systemic oppression at multiple levels. And, remembering June is Pride month, we are also all too aware of how Black LGBTQ domestic violence survivors face additional systemic barriers as a result of homophobia and transphobia combined with racism. Juneteenth not only commemorates the past. It calls us to action. For us, each Juneteenth is a reminder of the need to keep working to create a world in which all people can be free from all forms of violence.

Little known facts: #Pride month was started by Black + Brown activists ✨✨✨ 55-years ago, the first LGBTQ+ Pride was held to commemorate the one-year anniversary of the Stonewall riots in NYC, that happened on June 28, 1969. The NYPD raid of Stonewall Inn, a majority gay bar, led to mass arrests of mostly Black + Brown people. The raid led to six days of protest spearheaded by Black LGBTQ+ women. This month also marks the CDC’s first reported death of AIDs in June 1981. But actually a young, Black 15-year old male named Robert Rayford was the first known person to die of HIV in the U.S.; he died just one month before the Stonewall riots in May 1969. #Racism shows up in all areas of society—including the whitewashing of history and how it’s remembered. Whether you identify as queer or not, if you work anywhere in #healthcare or #publichealth, it’s important to know this history. Here’s why: 💡 Because white washing of history is still happening and we should be mindful of how this impacts the way future generations will talk about the work we do now, especially in #healthequity. 💡Because it’s our job in healthcare to serve, provide dignified care for, and comfort everyone. This includes the LGBTQ+ community. 💡Because history gives you context for the mistrust and erasure of communities that you might otherwise create or believe false narratives about. This year for Pride month, may you do more than post about it—learn about it and honor the Black and Brown activists who started it.
