This slide picks up some valuable yet important lessons to reform health financing in Uganda. This presentation was made during the CEHURD press conference on the Health Budget FY 2023/2024. It takes an inward look to refocus on how resources could be allocated effectively to achieve more than current performance. To any health Economist, resources allocated should be to a large extent be able to prevent many of the common diseases while at health, the outlay is significantly tilted to curative.

The potential impact of Universal Health Coverage (UHC) in rural Kenya is significant and multifaceted, here are the impacts: Improved access to healthcare: UHC aims to remove financial barriers to healthcare, enabling rural residents to seek preventive, curative, and rehabilitative care without fear of impoverishing themselves. This could lead to: Early diagnosis and treatment of diseases: Increased access to healthcare can lead to earlier detection and treatment of illnesses, improving prognosis and reducing long-term complications. Reduced maternal and child mortality: UHC can contribute significantly to lowering maternal and child mortality rates, which are currently higher in rural areas. Prevention of infectious diseases: Increased access to vaccines and preventative care can help control the spread of infectious diseases, leading to a healthier population. The biggest challenge is the lacuna between commencing implementation and getting the ball rolling. Health Systems Managers like myself must help the GOK come with a way forward.

India has made substantial advancements in achieving #Universal Health coverage and #sdgs2030 The government's #ayushmanbharat program is a bold initiative that includes two interconnected schemes: #healthandwellness Centers and the National Health Protection Scheme, both working towards realizing universal health coverage (UHC). Due to the complexities and diversity of the health sector, it is important to consider various other factors pertaining to UHC.This includes # Ensuring access to basic and essential health services during natural disasters and calamities #making equity and social justice a fundamental part of UHC, and #innovating in health financing. "Moving towards a strong nation based on healthy individuals, our focus should be on innovation and scaling up to achieve "Health for All: Time for Action".

Mukesh Sharma, ED, PSI India, participating in the 2nd Edition Leader's Roundtable 2023, #collaborative for health equity on #UniversalHealthCoverage Day, spoke about moving from volume-based to a value-based approach in providing health services. He emphasised that volume and scale without quality are empty and that there needs to be a system in place for value-based indicators. From his experience working with Urban and rural communities, he expounded on the importance of the #convergence in healthcare and the encouraging results it has yielded. He stressed the three critical factors in providing #quality healthcare and reaching the last mile population: demand, supply, and enabling environment. While this chart only reflects the coverage element of universal health coverage UHC, it still serves to highlight the extent to which global inequalities exist in terms of that access. Where UK received a total score of 88 index points out of 100,, this is a stark contrast to countries in Africa at the other end of the spectrum such as South Sudan (34), Central African Republic (32), Chad (29) and Somalia… Do governments need to step up and increase healthcare spending to >15% of the GDP as agreed? Or is that unrealistic expectation?

Notion: Are we tracking the progression towards the Kenya Health Financing Strategy goal of increasing life expectancy to 72 with only 8.0 years lived unhealthy? FYI, the average unhealthy life years for LMIC is 10.6 years, so Kenya has quite an ambitious target. Will our current UHC agenda achieve the target and are we doing annual tracking of the core variables?

Health is one of the critical human capital components which has significant contribution in the development of nation. The World Health Organisation WHO has defined health as ”œA state of complete physical, mental and social wellbeing and not merely the absence of disease or illness or infirmity”. The health condition has been measured with special reference to health facilities and health infrastructure which contribute significantly for the progress and benefit of society. Health has a vital link between interacting phenomenon with far reaching implications. One such implication is the realization that the availability of health services is the only one of many contributions to health development UN, 1984 . Only healthy and educated people can contribute to productivity in economic growth. The present study is an attempt to measure blockwise disparities in health infrastructure and facilities in Bareilly district. For this study, data is mainly collected from secondary sources like District Census Handbook and Sankhyakiya Patrika. Z score and composite standard score techniques have been used to analyse the data. The result analysis shows that Nawabganj, Kyara and Bhuta are developed blocks of Bareilly district regarding health infrastructure and facilities. On the other hand, Ramnagar, Fatehganj West, Bhojipura, Richha and Bhadpura are least developed blocks in terms of health facilities and Infrastructure Bareilly district of Uttar Pradesh. India is one of top emerging economies in the world, they should utilise their expenditures to build great health care facilities more than Digitalisation or build public infrastructure’s. “ Health is Wealth “ Healthiest citizens can make country as healthier , other developing countries like china , Egypt , Malaysia, Jamaica , Veitnam and Phillipines are spending for healthcare more than 10 % of their GDP but India spending 3.2 % of their GDP . As well government health care expenses per capita is 2,400 which is very lesser than any developing countries .
