Following on from the post of Dr Ken German ... 1. There should be a EU-wide data-driven ANPR system A common database with the ability to undertake real-time monitoring and analysis. However, criminals, going equipped to steal, carry ‘safe’ plates. They do not have to be concerned about the plate agreeing with the make/model of the vehicle to which they are applied – ANPR does not cross-reference VRM with vehicle description. However, the use of plates from a legitimate vehicle (false plating, as opposed to full-blown cloning) on a stolen car, or otherwise used inappropriately vehicle, can be detected by time/distance comparison. The same plate, at or about the same time, many miles apart is a physical impossibility. The existence of such a tool would be a deterrent. Consider adding total loss vehicles (all categories) to the database – some seem to consider salvage problematic. I am not so sure. 2. An increased awareness among law enforcement agencies Training is vital. The number of officers unaware of the niceties of vehicle information, and security is concerning. But buying and selling regulations may be expecting too much. Why not, as far as possible, standardise purchasing and selling regulations? Consider making a Vehicle Provenance check mandatory. 3. legal obligation for the registration of online buyers and traders etc. Do it. Another task for under-resourced policing to monitor, but another deterrent. 4. The marking of car parts Introduced years ago, by some, the process appears to have been forgotten by many. A substantial improvement especially in conjunction with ‘4’ above. 5. Strengthen the cooperation between police and the insurance sector. For as long as I can recall, a ‘them and us’ environment has existed. In the 80’s and 90’s, the police would cite a 1972 ‘we do not speak to insurers’ directive. Progression has been cumbersome even since the MoU introduction, more recently, retrograde. There appears to be real concern about cooperation, likely seated in worries about the legality and effects of data disclosure. Looking for reasons to avoid something being easier than performing (jobsworths?). The police have information, so do insurers. Whilst we share, we find Authorities effectively bury information; hide it and do little constructive with it.
