📣 NEW REPORT: The Sabin Center just published the first in a series of reports on the governance of atmospheric methane removal. A highly potent GHG, methane is a big contributor to climate change, but controlling emissions has proved difficult for a host of reasons. That's prompted interest in the possibility of removing methane from the atmosphere. The science is still at a very early stage, with little known about the efficacy and impacts of different approaches. Even so, there are already proposals to move ahead with field trials, possibly as soon as next year. There is, thus, an urgent need to think about how to effectively govern research and deployment (if that's ultimately deemed appropriate). Our new report explores the governance of one particular methane removal approach -- atmospheric oxidation enhancement (AOE) -- under international and domestic U.S. law. We find lots of potentially relevant laws, but none were designed specifically for AOE, raising questions about when and how they apply and whether they are fit for purpose.
