Warfighting budget/relevance decisions: Working with DoD for decades teaches you a few tricks you can’t learn in school. During financial constraints and budget decisions, every organization becomes a “warfighting” organization to justify its existence and funding. DoD personnel follow organizational culture, narrative, and communication strategy to gain awareness and check those who claim to be or support the warfighter. A few things: 1. Those who support the warfighter, speak like warfighters, are doctrinally sound, and have support for the warfighter ethos embedded in their priorities, communication strategy, and organizational culture. 2. Their support of the warfighter ethos is embedded 365 days a year in their priorities, culture, messaging, and strategic communications plan. If they ignore such a premise, they are NOT truly supporting the warfighter. 3. Their basic functions and strategic messaging are doctrinally nested and driven by people with vested interests and a warfighting/warfighting support background. Additionally, their commanders are often guided and counseled by those with the best interest of the warfighter in mind and NOT by those following personal gratification or an agenda. In conclusion, DoD has become wise at picking who talks the warfighter talk and who walks the walk. Therefore, before going to any panel, congressional delegation, or funding forum, leaders must ensure their organizational culture reflects the message delivered to those in charge of budget and resources decisions. Just my two cents.
