This example is one more reason why we need a more interventionist approach to freight by UK government. This is where we are... - lorries don't pay for the wider costs they cause (and that's before taking into account the rampant illegality that takes place in road haulage). So to ensure some freight still travels by rail, and to partially counter this unfair competition, we subsidise (but not by enough to fully compensate) rail freight. - rail freight is privatised with a few companies competing for certain bulk flows only, leaving much of the freight market entirely to road haulage and cities the size of Bradford with zero rail freight. - DfT operates in silos. Freight policy is a very small self contained silo with a 'do not disturb' sign on the door. - there's is no concerted leverage exercised on companies at a local and national level to get freight into cities (where practicable) by rail (or inland waterway) for onward delivery by low impact means. Think of all those stations bang in the middle of cities empty at night. Every now and again the painful implications of this approach flare up - like they are now - but usually there's nothing more than a short period of hand wringing before business as usual. Will it be any different this time?

How can a country aiming to meet net-zero targets price out of the market a way to quickly move post from one part of the country to the other, and move to trucks that are less efficient?? The Royal Mail has for some time reduced its commitment to next-day delivery for 1st class post, and with price increases all round there are so many consumers that accept simply paying for 2nd class and slower services...but rail is more than able to effectively deal with that. Then the politics sets in... Apparently only 3% of post is moved by rail... Stunning. Apparently trucks will be cheaper for that 3%.... Stunning. If we have inefficient rail, and high cost of provision, then we can't make the most of it. Passenger rail sees this as well, with astronomical pricing that means general travellers simply can't afford to make a decision that is better for the environment. With reference to Freight Tracks Magazine, shunters are the workhorses of rail depots and manufacturing facilities, some are 60 years old, possess high emission levels and are increasingly unreliable. In the case of Class ‘08 shunters there are many age related issues and shortage of critical parts. Converting them doesn’t prove economical in the long run. A new Clayton Equipment shunter self charging hybrid mode would provide up to 40% fuel savings, 54% reduction in CO, 97% reduction in NOx, 91% reduction in Hydrocarbons and 99% reduction Particle Matter, when compared to old shunters like an 08. The National Postal Service of Britain, Royal Mail, has announced its decision to discontinue the use of #railway #transport for #mail delivery starting October of this year. This move is part of their strategy to modernize and achieve #zerocarbon #emissions by 2040. By signing a #contract with International Distribution Services PLC, owned by Czech billionaire Daniel Křetínský, Royal Mail is revising its #logistics decisions amidst a changing market. Control Period Seven (CP7) begins on 1st April which in turn brings several key changes and challenges for rail freight. These include higher track access charges and tougher penalties for any delays caused. At #Freightliner, we are calling on government for a policy framework which enables freight operators and customer to respond to these challenges and surpass the target of growing rail freight by at least 75% by 2050. We are therefore calling on government to: ◾ Halve track access charges that freight pays to run trains on the network ◾ Double the modal shift grant that businesses can access to support using rail where the costs are higher than road ◾ Keep investing in the rail network to ensure there is sufficient capacity on busy rail corridors to enable more freight trains to be timetabled At Freightliner, we see the 75% growth target as a floor and not a ceiling – we are looking to not only meet this target but to surpass it. Strong governmental policies will help to support this essential rail freight growth by addressing the increasing cost gap between road and rail. Moving more #freight by rail has numerous advantages – it is a greener, safer and more reliable alternative to road, it helps to decongest our busy roads and motorways and provides dependable and varied logistics solutions right across the UK.
