We can expect to see these reporting requirements adjust a bit as the first 8 million reports get dumped on CISA's desk (in all different formats). This is a good first step. However, someone or something needs some teeth (regulatory teeth, maybe fangs). Will suspected negligence or dereliction of duty be handed over to Department of Justice or the FBI? Will the SEC prosecute under their own set of rules? Will there be a court system (like Family Court but more with sobbing) set up just for these types of attacks? Will fines be imposed? What will CISA do with all these reports? Will there be a national database of breaches like NTSB has for transportation accident investigations? Will there be a "lessons learned" format or just a summary of "don't be like this company" from all these reports? Instead of the old "best practices" will CISA (or whomever has the teeth) replace those with standardized security requirements? What will the metrics be? How will the standards be inspected (after the incident or on a self-reporting basis)? Will this program look similar to a safety program with employee training, risk management, budgets, certified and tested products (like NIST used to do, long long ago), inspections, assigned responsibilities, and all those wonderful things we take for granted on the safety side of the house? Reporting is a tiny part of an overall program to reduce threats to assets. It's take a long time just to get to this point. Let's keep that boulder moving uphill until we forget there was ever a hill to begin with.
