will the communication efforts from a Civil Society Org to get out the vote fall under the new EU regulation for online political ads? and the same comms efforts from an individual doing it in a personal capacity? I get mixed answers to these questions after reading about the provisional deal on this regulation aimed at increasing transparency and targeting in political advertising. the regulation aims to combat information manipulation and foreign interference in elections by making it easier for citizens to recognise political ads, understand their origins, and know if they've been targeted. and that's all fine and dandy. but the devil will be in the details to understand what falls and what doesn't under the definition of political advertising. https://lnkd.in/dvdsnEtJ #politicaladvertising

BRUSSELS, Nov 7 (Reuters) - Big Tech firms will face new European Union rules to clearly label political advertising on their platforms, who paid for it and how much and which elections are being targeted, ahead of important votes in the bloc next year. The new political advertising rules, which were agreed by EU countries and European Parliament lawmakers late on Monday, will force social media groups such as 𝐀𝐥𝐩𝐡𝐚𝐛𝐞𝐭'𝐬 𝐆𝐨𝐨𝐠𝐥𝐞 (𝐆𝐎𝐎𝐆𝐋.𝐎), 𝐌𝐞𝐭𝐚 Platforms to be more transparent and accountable. Violations of the new EU can be punished with fines up 6% of an ad provider's annual turnover. The rules will bar third country entities from sponsoring political advertising in the EU in the three months before an election or referendum and include a ban on ads that profile people based on ethnicity, religion or sexual orientation. "The new rules will make it harder for foreign actors to spread disinformation and interfere in our free and democratic processes," lawmaker MEP Sandro Gozi, who has been leading the process in the European Parliament, said in a statement. EU countries and EU lawmakers clinched a deal after thrash out details of the draft regulation, which was proposed last year by the European Commission. All online political ads will be available in an online ad repository. "We also secured a favourable environment for transnational campaigning in time for the next European Parliament elections," Gozi said. The European Parliament will hold elections in June next year, with many concerned about disinformation and foreign interference in the run-up to the polls. The bloc-wide rules will apply 18 months after they come into force, which is expected to be in 2025. EU co-legislators reached a deal on transparency and targeting of political advertising on Monday evening (8 November), including the targeting of online ads and the role of a new European public repository. The legislative proposal aims to increase transparency in political campaigns, especially online, to avoid possible manipulations as per the ones related to the Cambridge Analytica scandal. The agreement was reached among the EU Parliament, Council and Commission following interinstitutional negotiations, known as trilogues. Originally, the Commission wanted the regulation to be in place before next year’s elections of the European Parliament. However, due to delays in the legislative process, the new rules will come into effect in 2025, except for the non-discriminatory provision of cross-border political advertising that will already apply during the EU elections.

Finnish far-right videos highly recommended by YouTube during the Presidential race, according to findings by CheckFirst and Faktabaari (FactBar), one of the partners in Nordis EU project we are part of. Their report sheds light on YouTube's recommendation system during the recent Finnish presidential election. The findings reveal a "funnelling effect" steering users towards a limited set of channels, potentially shaping perspectives and influencing choices. 🔍 Key Discoveries: - 85% of tracked search terms consistently led users to 9 specific YouTube channels. - There is an overrepresentation of right-wing voices, with the Finns Party receiving a staggering 19.3% of first recommendations. - There are concerns about the YouTube algorithm's potential bias and its impact on shaping public opinion, particularly in democratic elections. The study from Faktabaari on YouTube's impact on political opinions exposes a disparity between the platform's stated commitment to diversify content and the actual outcomes in smaller language groups. As the EU elections approach, this discrepancy raises concerns. Late on Monday evening 6 November 2023, the European Parliament and the Council reached a (provisional) political agreement on new rules to regulate political advertising in the Union. They are expected to make election and referenda campaigns more transparent and resistant to interference, and will regulate political advertisements, notably online ads, while also providing for a framework for political actors to advertise more easily across the EU. This file is of particular political importance and interest, especially in view of the European elections to be held in June 2024, and has received international attention, as it is the first legislative text worldwide in this sensitive domain. Its main axes are: - More information about adverts for citizens, authorities and journalists: on who is financing an advert, their place of establishment, the amount paid, and the origin of the financing, among other details; also clear labeling of political ads. - Clarity about what constitutes political advertising: only remunerated advertisement is regulated; Internal communications, such as newsletters from political parties, foundations or other non-profit bodies to their members, personal views, political opinions, such as any unsponsored journalistic content, or communications on the organisation of electionsare not considered political advertising - Profiling using special categories of personal data would be banned. Only the personal data explicitly provided for the purpose of online political advertising and collected from the subject can be used by providers to target users. - A ban on non-EU based entities financing political advertisements in the EU in the three-month period before an election or referendum - A dedicated database to scrutinise political advertisements.
