But then again, ambitious developments like the Texas Capitol Complex aren't your typical run-of-the-mill government project! The second phase of this years-long effort to modernize the area directly north of the Capitol is getting underway and will include two new state office buildings along West 15th Street. After the deadly collapse of a parking structure in lower Manhattan worth $100M in damages, New York City building officials swept through dozens of parking garages and ordered four of them to immediately shutter because of structural defects. The garage that collapsed had not yet completed its required inspection as per local law, city officials said. The unfortunate incident serves as a stark reminder that safety cannot be compromised. Retrofitting is taking the lead, as it becomes the go-to solution for most buildings, reducing carbon emissions and transforming London into a greener, modern city.    - Demolishing and rebuilding comes at an environmental cost. In Westminster alone, this amounts to a carbon cost of heating 35,000 homes annually. - Successful retrofit projects like the Greencoat Place warehouse and IKEA's Oxford Street location demonstrate the potential for positive change. - Carbon-Positive Policies: Westminster plans to introduce clear, consistent policies to drive retrofit investment encouraging building owners to make refurbishment the default choice. -Carbon Budgets: Where demolition and rebuild are necessary new buildings will need to meet targets for tonnes of CO2 emitted per sq metre of floorspace.
