"The European Commission has launched an Industrial Alliance dedicated to small modular reactors (SMRs), aiming to facilitate the development of SMRs in Europe by the early 2030s. The Industrial Alliance will elaborate a Strategic Action Plan in order to identify, technically mature and commercially viable SMR technologies that could be supported under the alliance; potential gaps and solutions in the European supply chain for SMRs (including fuel and raw materials); investment barriers, funding opportunities and new financial blending options to support SMR development; and future needs for research on SMRs and advanced modular reactors (AMRs) and identify existing skills gaps along the supply chain to be addressed under the Euratom Research and Training Programme, and at national level."

Collaborating with #suppliers will be key to the successful deployment of our small modular reactor technology. As Poland presses ahead with six Westinghouse AP1000 reactors, the important underlying message is their proposed timeline from construction start to first commissioning. Construction is slated to begin in 2026, with the first commissioning in 2033. Should the Canadian government fund the completion of the 1000MWe CANDU Monark design? The United States funded the Westinghouse AP1000 design in the mid-2000s to the tune of $450 million in today’s equivalent Canadian dollars. There is firm precedent for government support of reactor technologies. To be competitive, the CANDU Monark must first have a finished design. This will take the help of the federal government to develop a funding pathway for engineering and design work. We expect this work to cost a total of between $300 million and $600 million, with AtkinsRéalis asking the federal government to put up half of that cost. CANDU IP is a government-owned asset that is merely privately licensed. The investment, modest in comparison to subsidies for clean energy and innovation, would preserve and enable new returns on previous R&D investment in CANDU. Beyond getting the CANDU Monark ready for a competitive bid, the federal and provincial governments should take the role of making sure that supply chain localization, technology transfer, export involvement, and other strategic factors are properly valued as competitive criteria. EPRI and NEI envision the roadmap as a dynamic “living document” that articulates essential strategies and supportive actions crucial for laying the foundation for the large-scale deployment of advanced reactors. The approach highlights seven “enabling” external conditions for success: first-mover success, “fast followers,” regulatory efficiency, siting availability and permitting, indigenous and public engagement, a supply chain ramp-up, and workforce development. The roadmap also integrates 46 actions the industry plans to take to deliver value in the deployment of advanced reactors. This is a shift in technology alignment for Europe. The supply chain for new reactor development is critical as both technical know-how and parts are essential to have a project delivered on time and on budget. The considerations of supply chain capacity become more important. EDF will have 4 units in the UK and 6 units in France under- development or construction. The capacity of the industrial complex for the EPR is a consideration.

From Controversy to Innovation: How Rolls-Royce and the University of Sheffield Are Revolutionising Nuclear Power.
