Open data is unlocking a world of opportunity every day. It plays an increasing role in our European digital landscape. Open data enables governments, enterprises and individuals to make progress faster and more accurately. It's revolutionising the way we make decisions. It’s helping to build a more transparent, equitable and sustainable future. It’s fostering innovation by giving access to information we otherwise wouldn't have … We all want these improvements in our daily lives, today and tomorrow. In order to unleash all the potential of open data, we need to look at how we’re performing with it around Europe, sharing and learning from the best practices and success stories. This is why, together with my colleagues at the Publications Office of the European Union, I’m very pleased to share with you our flagship 2023 Open Data Maturity Report, which we have just published. The annual report, now in its ninth year, provides insights on how 35 European countries are performing – how mature they are - in open data in terms of policy, impact, portals, quality of data and metadata. The Data Tank is thrilled to announce that The Data Tank has formed a strategic partnership with Agence Française de Développement (AFD) to pioneer innovative citizen engagement methods for data re-use. This collaboration aims to establish a social license by involving Low and Middle Income Countries (LMIC) in the decision-making process and ensuring their active participation. We are excited about the opportunity this partnership presents and look forward to making a positive impact together. AFD is a French public development bank that is at the forefront of funding and supporting over 4,200 projects worldwide, dedicated to fostering a fairer and more sustainable future. Their commitment in contributing towards the Sustainable Development Goals (SDGs) is evident through their projects in areas such as climate, biodiversity, urban development, education, health, and governance. Peter Addo, Head of Emerging Tech Lab, AFD, said, “Data is essential to inform policy and decision-making. However, exploiting the available data raises legal and ethical concerns as to how it is re-used. Our partnership with The Data Tank will focus on social licenses as a mechanism to engage citizens around data re-use through direct democracy and collective intelligence – with a particular focus on developing countries.” Together, we aim to produce a methodology for engaging citizens in determining the conditions for re-using data and provide valuable insights for policymakers and practitioners who want to improve the democratic process in this field. Our collaboration will explore important topics such as what is the significance of citizen engagement in data re-use, what are the motivations and barriers faced by citizens in data re-use projects, and what should future relationships look like between policymakers and citizens in this field. #Estonia is in the 3rd place among EU countries in open data maturity, according to the Open Data Maturity Report 2023 🏆 The assessment focuses on four indicators: 👉 Policy – looking at countries' open data policies and strategies; 👉 Impact – monitoring open data reuse and its impact; 👉 Portal – assessing national portal features that enhance accessibility and 👉 support interaction within the open data community; 👉 Quality – focusing on mechanisms that ensure the quality of (meta)data. 🎯 In policy and impact, Estonia 100%.

🤔 France's most overlooked reason to becoming a technological hub lies in its leadership in #opendata. 🏆 For the third consecutive year, France ranked #1️⃣ in the 𝗘𝗨 𝗢𝗽𝗲𝗻 𝗗𝗮𝘁𝗮 𝗠𝗮𝘁𝘂𝗿𝗶𝘁𝘆 𝗜𝗻𝗱𝗲𝘅. And for the third consecutive year, it will not be given due credit. 𝗪𝗵𝘆 𝗶𝘀 𝘁𝗵𝗶𝘀 𝘀𝗶𝗴𝗻𝗶𝗳𝗶𝗰𝗮𝗻𝘁? ⛏ Open data are a goldmine for tech innovators and entrepreneurs. This isn't merely a collection of data: it's a ground for internal value creation and 𝗲𝘅𝗽𝗼𝗿𝘁 𝗼𝗽𝗽𝗼𝗿𝘁𝘂𝗻𝗶𝘁𝗶𝗲𝘀. Public open data provide French tech companies a significant lead over global competitors. And this is good news for us. 😗 As data availability expands across Europe, our preparedness positions us uniquely. While others will be constructing their frameworks, Dixit will be merely adapting existing pipelines to new data sets, drastically reducing our time-to-market. I had the opportunity to be a part of the discussions on “Maximising Social Impact: The Power of Data in Public Policy” hosted collaboratively by the Philippine Institute for Development Studies, Ateneo School of Government via the Ateneo Policy Center [ASOG] and IDinsight. The webinar shed light on the power of data-driven policy making in shaping impactful decisions. Leveraging data has emerged as an imperative cornerstone for government seeking to craft impactful policy decisions. In the landscape of social impact and public policy, the significance of data cannot be overstated—it serves as the compass guiding informed, evidence-based strategies that shape the trajectory of societies. Robust data analysis provides a panoramic view of the socio-economic landscape, empowering governments to identify marginalized groups, assess their unique needs, and tailor interventions accordingly. This precision in targeting not only optimizes resource allocation but also mitigates the risk of unintended consequences. However, while the promise of data-driven policymaking is compelling, it is not devoid of challenges. The government sector grapples with issues such as data quality, interoperability, and privacy concerns. Another hurdle is building the analytical capabilities within the government workforce. Effective data literacy programs and training initiatives are imperative to bridge this competency gap. In conclusion, data-driven decision-making is an imperative for governments navigating the complex landscape of public policy and social impact.
