Excavation damage to underground infrastructure is a nationwide challenge. Ranging from a local nuisance to both lethal and regional crises, the damage and costs from buried facility strikes are almost entirely preventable. Texas is at unique risk because of its concentrated energy infrastructure, its considerable and growing population, and its competitive economy that ensures constant development activity. Each of these factors correlate to excavation damage and help explain why Texas routinely leads the nation in excavation damage incidents that disrupt critical energy and services. Billions of dollars in economic harm, waste, and inefficiency emanate from this issue and ripple throughout the Lone Star State every year. DVE has always been an opening topic in these framework reports, and they always sound the same. DVE is a critical issue facing Human Capital, yet the government must focus on directly targeting the root causes. They have external partners for that. How is Diverting Hate going to "Address Online Aspects of Terrorism and Targeted Violence and Prevent Domestic Violent Extremism" if they are engaged in actively alienating their "incel" targets through the DHS' definitions and designations? I think the DHS wasted nearly $700k because it was looking for creative ways to counter the domestic threat of Lone Wolf terrorists and VE. This initiative will alienate targets more than divert their sentiments. I read EMW-2022-GR-APP-00047 and am shocked DH was able to blatantly explain and justify the targeting of developing male US citizens. The US must commit to developing its human capital in all aspects of American society; leaving personal development to the individual's will is not sustainable. A digital internment apparatus like the DH model will not solve the issues it targets because it doesn't seem to consider crucial factors to hold involuntary celibacy accountable.
