Stay tuned, HPD and NYSERDA are preparing to launch Round 2 of the Future Housing Initiative (FHI) to fund the construction of new, all-electric affordable housing that will achieve Passive House Certification. After awarding $7.5 million to eight projects in Round 1, Round 2 of FHI will provide owners and developers up to $9,000 per dwelling unit and up to $1.5 million per project to meet the FHI standard. FHI will be open to projects in HPD’s New Construction Pipeline. Projects will be competitively selected through an application process and must demonstrate a financing gap to achieve the program’s performance goals. The program will be open for applications soon. The Housing and Productivity Charge (HPC) is locked and loaded, and in my mind it is a good thing, but there are some things need to be thought through. One thing that has been on my mind... under the previous SIC there was a concise list and costing of projects that were identified for funding through the Contributions Plan. Under a HPC there would seemingly be no list of projects. These would primarily be roads projects, but in my experience there are sometimes misaligned views on road classification and/or if a road should be funded by Council under a local contributions plan or the State via a SIC/HPC. To avoid this, we'll need a clear set of rules for infrastructure classification so that everybody knows up front the extent & scope of infrastructure projects to be funded by the HPC and those that would be expected to be delivered by Councils. This will ensure Council's aren't left holding the can for roads that they weren't expecting to delivery and set expectations to industry on WIK opportunities. Also... if there is a lack of clarity on the actual projects, then it would follow that there could also be issues with the timing and prioritisation of these projects by the various agencies. This makes a robust, evidence-based Urban Development Program (UDP) imperative.

A lack of pipeline was given as reason to close several of the MMC manufacturers. A pipeline of 6,000 homes a year was a requirement I believe did one of the producers. Across the UK there are 1.5m substandard prefab or unconventionally built homes. They cost in maintenance an average of £4500 each year. Housing associations state. No strategy has put in place to remove those substandard homes. Those costs will continue to rise. With a strategic exit for the funds required to remove and rebuild those 1.5m homes, it not only removes those liabilities to maintain. It brings that pipeline. It brings about a substantial uplift in asset value. This much increased value comes back to the funders with profits goibg back to the original owners, that they can then invest into new modern sustainable social housing. (in housing) Tuesday 14 November 2023 Meeting started at 10.46am, ended 11.55am https://lnkd.in/dBJ4CZDv Building Magazine have highlighted this key question from the 1hr 10 min session. The reason I disagree that Gov needs to do ‘more’ is that we live in a capitalist society, not a communist society (well, supposedly). We already have 25% of social housing requirement, we have already lost £69m of taxes on investment (that we know off) and Gove already has a £1.5bn pot he couldn’t spend. Sufficient measures are already in place. Having a business case built on ‘if you build it, they will come’ or ‘if we build it, we will demand that government support us irrespective of increased costs, lack or architectural integrity or demand’ is just plain foolishness. I do not believe MMC housing should be in a standalone nanny state bubble, and neither can we compare the investment in sectors like steel where 100,000 people are employed. MMC volumetric housing is niche and at maximum in the next 5 yrs will not be worth more than £2bn per annum. Going back to the presumption in favour of MMC, the following text in the presumption is ‘where it represents value for money’. If Volumetric suppliers are not able to provide value through equal or better for the same or less cost, then there is no reason for major housebuilders to buy the product. There is your business case! I do believe MMC housing will rise from the ashes its currently in driven by its value offer. But insisting that its tax payer funded is not value for the public purse. The general update is that the commercial construction industry will moderately do well. Overall the forecast looks good based on the FMI CIRT Sentiment Index report for the first quarter of 2024 and beyond. What is CIRT? 📊 New research shows planning permission continues to plummet 🏡 The latest Housing Pipeline Report, produced by Glenigan in partnership with HBF, finds planning permissions for sites in 2023… 📉 Decreased 16% from 2022. 📉 Decreased 23% from 2021. 📉 Sit at a level half that of the annual permissions granted between 2015 and 2019. 📉 Dropped to the lowest level for any 12-month period since 2014.
