This week the MD Board of Public Works, comprised of Gov. Wes Moore, Treasurer Dereck Davis, and Comptroller Brooke Lierman approved three contracts, each valued at $75 million, totaling $225 million. These open-ended contracts are earmarked for engineering, construction management, and additional services related to the proposed lane widening of the I-495 and I-270 corridors. This includes work on the American Legion Bridge and also covers other unspecified projects across the state.
Following the BPW approval, the current initiative aims to make original A/E contracts federally aid eligible, a significant enhancement to their funding potential as the previous contracts only allowed for state funding.
There will be two phases to the projects; Phase 1 North, a comprehensive NEPA study will be carried out. This study spans from Interstate 370 northwards and will also extend from ALB to 370, this will be a a multimodal assessment of the Interstate 270 corridor. This study will also have the objective of optimizing traffic flow through that corridor.
The southern segment of Phase 1 has targeted substantial financial backing and has put forth a federal grant request for $2.4 billion, this requires a state match around $800 million. This funding aims to cover the ALB bridge and the first section of the project, which stretches halfway up the West spur.
