Nicely done article by Lieutenant Junior Grade Daniel Ludlam on overhauling the U.S. Coast Guard Officer Candidate School Program. Like most of the armed forces, the Coast Guard is experiencing workforce shortages. The Coast Guard gets less than one-half of its officer corps from the Coast Guard Academy, and that program is at capacity. Over one-half of the Coast Guard's officer corps currently accesses through Officer Candidate School. I have a LOT to say about this topic! First, I think most enlisted are uncomfortable speaking out on these truths during their career for any number of reasons. Some of us do/did, but on deaf ears. Second, the services benefit from an educated workforce - full stop! So, it's reasonable to state that an educated enlisted workforce provides ROI to the service, even if it's measurably different than the officer workforce. Where and how does this fit in: 1. The services need to find place to insert educated enlisted members. In the CG, there are few positions (billets) that specifically "require" education. Across the military, I assume it's similar. This needs to change 2. Recognize the intangible benefits from education: Greater EQ comprehension, expanded perspective on situation and scenario specific evaluation, improved comms skills both casually and in technical comms 3. Education programs could be used as a retention tool, requiring more expansive payback programs in exchange for tuition. Closing: Services need to establish what the ROI is for each "bar" (level of education: AA/BS/MS/PhD/certificates), as well as create a career path for the enlisted person who chooses not to go back to school. The return will be worth it.

In 20 years of reading military strategic documents I’ve seen exactly zero that called for a less educated, less innovative, less capable enlisted workforce. The bias against enlisted investment is a strategic weakness and it’s rampant in senior ranks. This is not just a recruiting/retention issue, it’s a competitive advantage issue.
