Malaysia has recently fallen 34 places in the World Free Press Index, now ranking 107th out of 180 countries—a big red flag for free speech in our nation. One key factor in this assessment by Reporters Without Borders (RSF) is the nation's legal framework. This week on Hitam Putih, Nevyn and I delve into the legal restrictions on free speech in Malaysia, focusing on laws that empower the government to suppress free speech and press freedom, specifically the Sedition Act and the Communications and Multimedia Act. It is crucial for Malaysia to reassess these laws based on the three-part test established by the UN Human Rights Committee and the European Court of Human Rights. This test stipulates that restrictions on freedom of expression are legitimate only if they: (a) are clearly provided by law; (b) pursue a legitimate aim; and (c) are necessary in a democratic society or proportionate. Past and present governments have made electoral (read: empty) promises to repeal such laws, with little follow through. We should now push our representatives to take a significant step towards restoring freedom of speech and ensuring a more open and democratic society. By learning from other countries that successfully attract foreign talent, Malaysia could enhance its global competitiveness and economic dynamism. Strategic programs that recruit and retain foreign talent may greatly increase Malaysia's economic growth. This is especially true in the dynamic areas of Sarawak and Sabah, which are part of Malaysia. The way to accomplish this is as follows: Attractive Immigration Policies: By streamlining visa procedures and providing qualified professionals with longer-term visas, like Singapore's Employment Pass, Malaysia has the potential to attract top global talent. Talent Integration Programs: It is essential to establish programs that assist foreign professionals in assimilating into the local workforce and culture. "Contact Singapore" is one example of a program that helps international talent find local employment and adjust to their new home. Establishing research and development centers where local and international professionals may work together would promote innovation and the transfer of information. The vibrant research community in Singapore's Biopolis can serve as a model for Malaysia's own, fostering innovation and boosting the economy. Partnerships in Education and Training: Malaysia is able to entice international students and professionals through its combined programs with prestigious universities and institutes throughout the world. In the long run, these people can bring fresh ideas, abilities, and viewpoints to the table, which will boost the local economy. Public-Private Partnerships: Encouraging cooperation between government organizations and private firms can generate countless chances for foreign talents in crucial areas. These alliances can foster sector-specific growth and boost general economic vitality. Regional Customization: Given that Sarawak and Sabah have their own immigration legislations, they can design specialized immigration programs to recruit specific talents needed for their regional sectors. These places may use their distinct cultural and environmental charms to appeal to global professionals. Integration assistance: Offering strong assistance for integration, including language instruction, cultural orientation, and family support services, will guarantee that foreign talents feel welcomed and can contribute successfully to their new communities. By applying these methods and learning from Singapore’s successful policies, Malaysia can create a lively environment for global professionals, boosting sustainable growth and increasing our global competitiveness.
