How ports and freight can attract greater investment to Victoria is a hot topic. It’s no surprise that when the team at Freight Victoria, within the Department of Transport and Planning, and I sat down with Infrastructure Victoria CEO Dr Jonathan Spear for our monthly Industry Conversation series, learning more about how we can improve freight efficiency for industry competitiveness, was top of mind. Jonathan reflected on the challenges and opportunities we face across the state around land use and infrastructure and provided valuable insight to Infrastructure Victoria’s key recommendations that will ensure our transport network is best placed to move freight faster and more reliably as Victoria continues to grow. Our discussion also touched on the shift to zero emission vehicles, the proposed freight infrastructure connecting freight terminals and ports, how existing and new infrastructure like roads will need to be designed and adapted to withstand a changing climate, and how integrated land use planning can best support population growth and change. Industry Conversations give the team and I the opportunity to diversify our industry knowledge and gain a broader understanding of how we can better support our stakeholders. Jonathan’s insights were mixed with witty one-liners and a unique perspective of how one of Victoria’s respected independent advisory bodies approaches its operations. An infographic as old as the hills, to some of us! How many times have we calculated just how many lorries to claim?! When I worked in freight policy, I learned that the benefits of rail freight growth and investment must be articulated compellingly to the communities (and politicians!) where road traffic causes most harm. I found myself working with road safety, walking and cycling ‘allies’ with whom I discovered I shared common ground. It was a key failure of ‘Railway PLC’ not to truly frame HS2 in the public’s perception, as a scheme which relieved the M1, M40, M6, A38, M62… even the A34 and A14, and the localised consequences of that traffic. The ‘non-user’ benefits of modal shift (reduced danger and congestion on the roads) were bigger than ‘Joe Public’ ever came to realise - and it was largely related not to fast business travel, but to releasing freight capacity. As an example, at Kettering, the A14 forms the town’s de facto bypass. To use it, and stay out of the town centre, motorists must ‘mix it’ with high density HGV traffic, much of it coming from Harwich and Felixstowe and bound for the M1 and M6. It’s a really unpleasant road to drive, and people keep dying on it. Did Kettering’s residents realise that HS2 could ultimately reduce traffic in their town centre? I doubt it. It’s an old adage that nobody wants the railway, but everyone wants a station. If we don’t sell the benefits of rail, to those (including ‘non-users’) who stand to benefit the most, what hope have we of tipping the balance when NIMBYism comes into play?

It's no surprise: rail freight transport is much safer compared to the risks associated with heavy trucks and mega trucks on our roads. However, we think there is a winning combination: Rail 'n' Road! Let rail take the long hauls and trucks the last-mile deliveries. This reduces the need for mega trucks on our highways and minimizes the safety risk. To promote a safer and more sustainable transport system, regulations such as the #WeightsAndDimensionsDirective must be aligned with the EU's safety and decarbonization goals. Together, we can create a transportation system that is safer and greener for all. 🌍💚

"The best supply chains aren't just fast and cost-effective; they're resilient, adaptive, and built to deliver excellence in customer satisfaction". Increasing the reliance of our domestic economy on trucks (road freight) instead of trains poses significant challenges. To curb the negative transport externalities and the deterioration of our economic transport infrastructure, we must adopt a holistic approach. Road freight offers flexibility and door-to-door service, but it also contributes to traffic congestion, road wear, and higher emissions. Prioritizing investments in maintaining and upgrading road infrastructure is crucial to support the increased load and ensure safety and efficiency. We must also focus on sustainable practices, such as adopting cleaner, more fuel-efficient vehicles, exploring alternative fuels to reduce environmental impact and having a constant investment (direct contribution of equity from the fiscus into the rail infrastructure maintenance and development) in maintaining and building rail infrastructure networks. Moreover, leveraging technology for better route planning and load management can enhance efficiency and minimize road degradation. Collaborating with stakeholders across the transport sector to promote balanced, multimodal transport solutions can help distribute the burden more evenly, ensuring a robust and sustainable transport network for the future.
