The Navy recently awarded contracts for two additional Constellation class frigates at a time when both GAO and the Secretary of the Navy have identified serious issues facing the program. The Navy began the program optimistic that it could achieve better outcomes than previous ship classes, but as we discuss in our report, the program’s construction has since stalled due to a variety of problems. For example, we found that the Navy used an existing, “parent” design that had been demonstrated at sea. However, the Navy’s extensive changes to that design have cause the two to now resemble nothing more than distant cousins. Additionally, the Navy used flawed metrics and review practices that failed to reveal how far behind the ship’s design was from its expected schedule. Without accurate data, the Secretary of the Navy authorized the ship to start construction before the design was complete. Nonetheless, the Navy continues to purchase frigates at the same pace and rate as it forecasted 2 years ago—a pace set prior to discovering a 3-year delay in the lead ship and now unknown delivery dates for the follow-on ships. The Navy's 45-day #shipbuilding delivery review, ordered by Navy Secretary Carlos Del Toro in January 2024, reportedly states the future USS District of Columbia (SSBN-826) is projected to be 12-16 months late. This would push delivery of SSBN-826 until October 2028 or early 2029. The #USNavy Fiscal Year 2025 budget still lists SSBN-826 as delivering in October 2027. The largest hurdle for the #submarines is reportedly the bow module, with additional delays from the steam turbines that Northrop Grumman is under contract to build for the Navy. Rear Adm. Matt Ott, Commander, Naval Supply Systems Command, Weapon Systems Support (NAVSUP WSS) launches a Naval Sustainment System Supply (NSS-S) initiative for Unfilled Customer Order (UCO) Reduction in Philadelphia Aug. 9. NAVSUP WSS’ mission is to provide Navy, Marine Corps, and Joint and Allied programs weapon system support to keep Naval forces mission ready. Unfilled Customer Orders are one of NAVSUPs most important metrics for success. The goal of this initiative is to reduce the overall UCO backlog and clean data to enable effective prioritization. Targeted UCOs in the initiative are bucketed into five categories and prioritized based on historical inefficiencies, backlog numbers, and detriment to fleet readiness. NAVSUP WSS will leverage a Team of Teams approach and commercial best practices to accomplish this objective.#NAVSUPWSSPHIL

When it comes to the debate of which is harder, Navy SEALs or Special Forces, the answer isn't so clear-cut. Both elite units undergo rigorous training and excel in different skill sets. Navy SEALs are known for their maritime operations and have a reputation for being the most highly trained special operations force in the world. They are designed for missions such as direct action, special reconnaissance, and unconventional warfare. On the other hand, Special Forces, also known as Green Berets, are experts in unconventional warfare and foreign internal defense. They work closely with indigenous forces to achieve their objectives. While Navy SEALs are suited for high-risk combat missions, Special Forces are trained to work in a variety of environments and cultures to achieve long-term strategic goals. In conclusion, both Navy SEALs and Special Forces have unique skill sets and missions they are suited for.
