Have you ever looked in the Annex of your NFPA Code Book? The Annex is not a part of the requirements of the NFPA document but is included for informational purposes only. The annex contains explanatory material, numbered to correspond with the applicable text paragraphs. It is not intended to be enforced or applied unless it is adopted by the jurisdiction that is enforcing that NFPA document. NFPA 25 2011 Edition (CMS currently adopted edition) has an Annex E that has good information on if a sprinkler deficiency is an Impairment, Critical Deficiency, or Non-Critical Deficiency. Again, this is in the Annex and technically can't be enforced but as a surveyor, administrator, maintenance director, or owner, this is good information to determine priorities on order of fixing one sprinkler deficiency over another. This could also be a good debate when a surveyor is addressing some sprinkler concerns and possible deficiencies he/she is going to officially address. NFPA 25 2020 Edition expanded on this and created Annex G which is a Color Coded Tagging System. Green tag — No deficiencies or impairments found when inspections and tests performed at the required frequency were completed as indicated on the ITM report provided to the owner  Yellow tag — Noncritical deficiencies found and recorded on the ITM report  Orange tag — Critical deficiencies found and recorded on the ITM report  Red tag — Impairments found and recorded on the ITM report White tag - Correction or Repair

Do you have equipment on site that is insulated to conserve heat losses ❓ Is it included in your risk assessment ❓ Corrosion under insulation (CUI) is a real threat to pipework and vessels when they are exposed to high pressure water jetting or other water ingress. When moisture penetrates the outer cladding, it acts like a sponge. Moisture will collect between the equipment and insulation and present a real risk of loss of containment. If left unnoticed, CUI will accelerate and quickly compromise the equipment integrity between statutory inspections. What can you do❓ 💡 Ensure inspections assess an appropriate number of points at varying locations to determine wall thickness within your process system envelope. If insulation application and or repairs are not in line with company standards, then CUI could be present. 💡 If the insulation is present for personnel protection, then consider replacement with a gauzed guard, to eliminate a CUI threat. The integrity of containment systems is paramount to prevent harm to people, environment, commercial and reputational. We can work with you to support your risk determination and the necessary update of key documents to ensure that information is relevant and represents your live plant. Correct documentation allows an inspection program to be structured. Risk based inspection is the next step and will apply the necessary rigour to ensure networks are inspected at the appropriate frequency. Under or over inspection can be costly at either extreme, through a potential loss of containment, or unnecessary specialist inspection. Understanding of your high-risk plant areas is paramount to establish not only the current safeguards, but also to understand what additional mitigations may be required to achieve an ALARP (As low as reasonably practicable) status. According to API RECOMMENDED PRACTICE 2021:2020 "Management of Atmospheric Storage Tank Fires" 6.7 TANK-SPECIFIC PLANNING The tank-specific planning process uses this information to characterize fire suppression needs, based on the hazards associated with each tank (or group of similar tanks) and the facility fire suppression philosophy. Some facilities integrate this planning into emergency response training or assign an employee task force to perform this task. A portion of the needed tank-specific planning information typically exists in environmental inventory databases. The “Tank-specific Pre-Incident Contingency Planning Sheet” provides an example of the types of information needed. It also serves as a guide to sections of this publication which may be helpful in completing the survey. The specific planning includes methods and fire suppression agents (foam type) needed to extinguish a tank fire. This in turn depends on the product involved (light or heavy hydrocarbon, polar or reactive liquid) the construction of the tank roof and any special hazards which may be involved . Application methods in terms of roof construction and product types are covered in 6.7.2 through 6.7.8. Tank-specific planning should address whether more than one scenario needs to be considered. For each scenario, the planning sheet should indicate the type of foam to be used and should calculate and record the flow rate of water and total quantity of foam concentrate required for the application method chosen. This should be based on the minimum quantities recommended in NFPA 11 or alternate values chosen in the planning phase. This is a significant planning value since before foam is applied to a tank during suppression this minimum quantity should be available on-site. Assurance of delivery of off-site material is sometimes included, but increases the risk of running out of foam. Since the NFPA 11 values are “minimum” quantities, consideration should be given to a situation where more than the minimum may be required.
