The hard working folks U.S. Department of Education "Soft Launched" the FAFSA likely to fulfill their obligation to have the form out by Dec 31 but with the option to close the site for "Planned Maintenance" when volumes get too heavy or they find bugs in the software. ED is in a lose-lose situation. It's no good if they fully open the system and it crashes.
