Every offshore wind project is different. One thing that they all have in common is that the construction site always needs to be secured. Therefore all projects require temporary lights. The construction site of an offshore wind farm needs to be clearly marked out and visible as a single obstruction in the water, before work begins. Cardinal buoys with self-contained marine lanterns are positioned at key locations. Depending on the complexity of the wind farm shape, there could be several cardinal buoys as well as intermediate warning buoys positioned at intervals along the perimeter. And this is only the beginning – more lights are required as soon as structures start to go into the water, and these self-contained marine lanterns will remain in place until the wind farm is connected to the grid and fully operational. Off the coast of Massachusetts, Avangrid and Copenhagen Infrastructure Partners (CIP) are developing the Vineyard Wind 1 wind farm, the first large-scale offshore wind project in the U.S. To provide a sense of scale, the accompanying photo depicts a component of a monopile in relation to the individuals working on this project. In a recent yearbook decision, the Supreme Administrative Court held that a developer must provide the key dimensions of wind turbine generators, including tip height, rotor diameter and hub height, when applying for building permits required for construction of WTGs. The Court's decision effectively reverses the current practice of providing the dimensions shortly before construction works are commenced, thus resulting in a more stringent regulatory environment for onshore wind projects as well as projects located on Finnish territorial waters. Projects located on the exclusive economic zone of Finland do not require building permits and, therefore, remain unaffected by the decision.
