It is doable: "Scientists depend on complex computational systems that are often ineliminable opaque, to the detriment of our ability to give scientific explanations and detect artifacts. Some philosophers have suggested treating opaque systems instrumentally, but computer scientists developing strategies for increasing transparency are correct in finding this unsatisfying. Instead, I propose an analysis of transparency as having three forms: transparency of the algorithm, the realization of the algorithm in code, and the way that code is run on particular hardware and data. Indeed transparency is ideal. The main problem will be when a lab or two break ranks and start parallel opaque development, then we are back to looking at the history pages of nuclear weapons proliferation, and the various drama around it to this day. Agreed that transparency is necessary. Challenge is how to get it done. With nukes there can be detectors for secret detonations as it inevitably will emit something. How can secret AGI development be detected and monitored? Right now I am already seeing pre-emptive anti-regulation AI infrastructure moves like putting an entire AI data center in a floating rig in international waters so as to weaken any jurisdiction over it and conduct unrestricted AI development.

Should we be governed as a Global Society by AGI super-smart systems, tuned to align to various national value sets (perhaps democratically voted for), obliged to come to consensus of the optimum decision for all? It’s an interesting idea to get out of global deadlock and dangerous unresolved political problems of war, inaction over existential dangers (like climate change, hunger, poverty, injustice etc.) But ultimately I think not. It has problems… AGI might not act in human interests, we can try to make it aligned to human values (though they differ), but it may seek solutions to human problems we can not tolerate. To understand human needs you may need to be human. It needs to be accountable and “humane”. We are mostly aware currently ALL political systems are flawed. I’d personally say liberal democracy of an open society is the best of a bad lot. Winston Churchill once eloquently stated, "It has been said that democracy is the worst form of government except all the others that have been tried." Perhaps the problem of voting in bad human politicians and their nonsense promises and manifestos is something that can be mitigated by everyone having access to an AI personal advisor, ie., a socio-economic-political policy checker, a narrow AI (ANI) tuned to your personal values. Such ANI tools that are available to give reasoned responses in the policy domain, according to a value set (tunable to a users set) can show that a daft plan of a political party won’t work and should be avoided (not voted for). Opposition parties can refer to that. If they’re nevertheless elected, and their plans go the way the ANI predicted then they can be held accountable, they lose credibility thereafter. You can fact check politicians statements, and be educated to be a critical thinker. It maybe the best we can do in a more or less permanent problem that doesn’t descend into dictatorship by some person or machine. Popper addressed the general problem in his work… https://lnkd.in/eBEtX4Uj In which he attacked Plato’s notion of dictatorship of the people by “Philosopher Kings”, ie., wise non-elected supersmart folk (eg., human forms of AGI). The issue always comes back to alignment to fuzzy values by non-accountable dictatorship. In any case the idea of government by a Global Society of AGI super-smart Philosopher-Kings is not something practically possible to implement in our nationalistic world at this time. It would have to be forced upon us, and it would be resisted. Being unaccountable it risks descending into tyranny, a la Popper. Rather I think we need to reform the UN and seek gradual peaceful alignment and co-existence. Perhaps (with the personal policy ANI advisor) apply more policy options to referendum. PS: I like Plato. But not this Philosopher Kings idea.
